Purpose of the Request for ProposalsIn collaboration with the Lennox & Addington (L&A) County detachment of the Ontario Provincial Police (OPP), The Corporation of the Town of Greater Napanee (hereinafter referred to as “the Town”) is issuing this Request for Proposals (hereinafter referred to as “RFP”), for the supply and implementation of a cloud host video recording and monitoring system. The platform must be fully integrated with the OPP Digital Evidence Management System (DEM) and serve not only the current municipal and policing needs but also projected needs resulting from growth.BackgroundIn collaboration with the L&A County detachment of the OPP, the Town of Greater Napanee is looking to replace the existing aging video surveillance system with a modern cloud-based or hybrid solution to improve access control, allowing permitted users including OPP officers to view and extract video surveillance footage and to alleviate resource demands when video footage review or extraction

is requested. A centralized, cloud-based solution provides efficiencies gained in the time required to perform surveillance tasks and alleviates delays in OPP receiving footage. Integration with the OPP DEM would be core to the future success of the provided solution.Additional efficiencies are gained when modern systems include artificial intelligence features to assist in identifying actions, patterns, people, and vehicles to assist in surveillance related activities and incident responses. This also removes risks related to localized video storage where the current systems are installed.The Town currently utilizes a Point-to-Point network architecture and technology for the existing video surveillance solution, supporting twenty four (24) cameras and a central Exacg video management system. This aging system presents various challenges related to reliability, complexity, limited user access, inconsistent mix of devices, and inefficiencies in the time required to gather and review the footage. The current architecture also presents risks related to the storage of video footage. A central server houses all captured footage presenting a single point of failure. Loss, theft or damage to this system would effectively shut down the video surveillance system or result in video footage loss or potential data breaches.
