These efforts reduce the amount of crime and illegal drugs reaching U.S. shores.The Office of Criminal Justice Assistance and Partnership (INL/CAP) provides technical assistance to INL program offices in addressing the full range of criminal justice development issues in over 70 partner countries around the globe, including through the development of standardized approaches to assessments and technical assistance, as well as identifying best practices across subject areas. INL/CAP also assists INL programs by identifying, networking, and leveraging expertise resources across the bureau. INL/CAP is also responsible for developing strategic partnerships with U.S. state, county, municipal, and federal law enforcement, justice sector, and corrections agencies and institutions to bring up-to-date and relevant expertise to bear on INL programs. INL/CAP conducts pre-deployment training for many of INL's advisors before they deploy to their overseas assignments.Criminal justice assistance is a core component of rule of law development and is critical to the fight against organized and transnational crime and corruption, promoting stability, security, and good governance. Currently, INL manages criminal justice programs in numerous countries, employing hundreds of people in the field to implement these programs. Programs include: deployment of American experts in the fields of policing, corrections, and justice to multilateral stabilization and reconstruction missions; bilateral programs to train and build capacity of justice sector institutions; deployment of mentors or other technical advisors; and provision of infrastructure and equipment.The purpose of this Personal Services Contract is to fill the new position of Senior Criminal Justice Integration and Gender Advisor ("Advisor") and is expected to provide three main functions: 1) to serve as a policy and technical advisor on criminal justice reform overseas related to gender equity, gender-related crimes, atrocities prevention, and stabilization assistance as needed; 2) to lead the effort to coordinate, provide support to INL, and leverage subject matter experts (SMEs) and the SME network across INL programs; and 3) to coordinate across police, justice and corrections subject matter experts the development of a cross sectoral set of best practices approaches.DUTIES AND RESPONSIBILITIESUnder the direct supervision of the Washington-based INL/CAP Director or his/her designee, the Advisor will perform the following duties:Advisory Duties for Criminal Justice Integration and Gender Advisor1. Serves as a key foreign policy advisor and provides expert counsel to the Office Director on all major gender, atrocities prevention, and stabilization assistance issues within INL, providing technical expertise related to these issues within INL and in interagency settings on behalf of the bureau. Participates with the Director and other senior officials in implementing and carrying out these programs in accordance with appropriate statutory and regulatory guidelines.2. Serves as the Bureau's/Department's senior technical foreign policy expert and strategist in the formulation, analysis and development of policies and presents findings on the most complex and significant obstacles to the realization of a functioning gender equity program.3. Exercises a high degree of autonomy in order to provide independent and objective advice to senior policy makers, leading the development of new programs for INL for gender, atrocity prevention, and stabilization issues. Conducts written assessments and/or reviews of existing programs and procedures as a predicate to the development and implementation of initiatives and projects designed to improve gender equality within the criminal justice system and to enhance INL assistance in stabilization-related missions.4. Develops policy papers to establish INL policy on key issues related to gender inclusion in criminal justice in support of the Women, Peace, and Security Act of 2017 and the National Security Strategy.5. Creates statements of work, reports, program plans, training curricula or other materials as needed that support the effort of INL and program offices in this endeavor.6. Develops and share best practices for INL program managers in Washington and in the field on criminal justice reform efforts for gender, atrocity prevention, and stabilization assistance.7. Develops and encourages acceptance and use of bureau performance indicators across INL with respect to foreign criminal justice actors and institutions.8. Coordinates plans and works closely with senior managers and INL staff on a variety of international criminal justice reform matters related to atrocities prevention, gender issues, and stabilization environments.9. Authors and/or edits major policy and advocacy papers, attends meetings and conferences and represents INL in the interagency consultative and deliberative processes.10. Represents the USG on negotiations in multi-lateral fora, often with UN bodies on gender and atrocities prevention criminal justice issues. Participates in briefings, the production of briefing materials, and drafting policy position papers for the INL senior management team. Anticipates potential policy problems, assesses impact and ensures that policy recommendations are consistent with governmental and departmental objectives.11. Leads coordination for INL on these issues with program offices, other U.S. government agencies such as the NSC, foreign government counterparts, and multilateral organizations.12. Prepares informative materials, speeches and talking points for a range of Department of State officials including but not limited to the INL/CAP Office Director, INL Deputy Assistant Secretaries and the INL Assistant Secretary.Criminal Justice Network Duties1. Prepare for decision by INL leadership a plan and system for leveraging INL networks to provide support and expertise across INL programs in a targeted and efficient way2. Establish direct and frequent communication with relevant INL Directors, program managers, and SMEs.3. Work across the Bureau and Department to create platforms, connected to larger INL knowledge management efforts, to effectively connect relevant SMEs and facilitate knowledge exchange.4. Establish a meeting cadence, agendas and materials to best learn from and support INL advisors in the field.Cross Sectoral Development of Best Practices1. Lead efforts across the office to capture and codify best practices for the conduct of SME advisory services, in close coordination with the knowledge management unit.2. Advise and coordinate with teams to disseminate and train on such information.3. Other duties as requested and assigned to fulfill the purpose of the position.TRAININGS & DISTANCE LEARNING COURSES1. Complete the Contracting Officer Representative (PA296) distance-learning (DL) course and/or the Grants Officer Representative DL course as needed through the Foreign Service Institute (FSI) within 30 days of supervisor's request.2. Complete the mandatory High Threat Security Overseas Seminar within 30 days of start of contract.PLACE OF PERFORMANCE & TRAVEL REQUIREMENTSWashington, DC.RELATIONSHIPSThe Advisor will report to the INL/CAP Director, a Senior Executive Service position, (or his/her designee) who reports to the Deputy Assistant Secretary. This position does not have any supervisory responsibilities.The Division Chief will provide yearly performance reviews to contribute to the incumbent's official yearly review.COMPLEXITYThe work involves managing and providing technical expertise for various criminal justice sector reform programs, simultaneously, as well as leading efforts that will have a major impact on the way in which the INL bureau utilizes and accesses subject matter expertise essential to its work. The ability to perform complex analysis, meet short deadlines and to multi-task successfully is essential.SCOPE AND EFFECTIVENESSThe Senior Criminal Justice Integration and Gender Advisor performs a broad range of tasks related to providing technical guidance and information to INL bureau staff regarding atrocities prevention and gender issues within the criminal justice system. Knowledge of development practices and approaches coupled with technical experience is necessary to help design well-conceived criminal justice programs that produce viable results.PERIOD OF PERFORMANCEThe period of performance for this contract is twelve (12) months from the date of award with four (4) optional one-year extensions.MINIMUM QUALIFICATIONS1. U.S. citizen, and ability to obtain and maintain a DOS Secret security.2. Related bachelors and graduate degrees from accredited schools (foreign affairs, law, public policy or administration).3. A minimum of fifteen (15) years' experience and a demonstrated successful track record of developing international criminal justice reform or gender and atrocities prevention-related programming.4. Demonstrated expert on gender issues related to criminal justice system.5. Demonstrated ability to develop best practice materials.6. Ability to communicate effectively orally and in writing. Proficiency in English grammar, punctuation, usage, and style and able to edit in a form suitable for lay audiences.7. Experience negotiating complex issues in multilateral fora.8. Experience representing organization in high-level inter-agency settings and in multilateral meetings.9. Five years' experience in project design and development, program evaluations, strategic planning and performance metrics.10. Prior experience working with international organizations and other U.S. government agencies.11. Knowledge of criminal justice sector reform efforts implemented by other relevant U.S. government agencies (e.g., Departments of Justice and Defense, USAID).12. Knowledge of bilateral and multilateral organizations engaged in criminal justice reform efforts.EVALUATION FACTORS(Used to determine the competitive ranking of qualified offerors in comparison to other offerors.) Knowledge of rule of law practices and implementing organizations.Factor 2: Liaison and Coordination (30 points)Demonstrated experience leading, coordinating, and liaising with members of relevant U.S. government agencies, subject matter experts, domestic law enforcement and judicial agencies, and the international community for the purpose of providing support, developing, gathering and disseminating information and developing complementary policies and programs.
