THIS IS A JUSTIFICATION NOTICE ONLY.Upgrade Ellsworth Air Force Base's Energy Management Control System (EMCS) at Building 7540. The Honeywell controls shall be upgraded from C-Bus protocol to BACnet protocol and the building HVAC (Heating, Ventilation, and Air Conditioning) controllers, thermostats, and bus wire will all be replaced.This purchase was established as an only one source due to system compatibility concerns as addressed in the Justification and Approval form
