***NOAA's Acquisition & Grants Office, Western Acquisition Division-Boulder, Global Monitoring Laboratory (GML), intends to negotiation, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Pennsylvania State University, to provide quality assurance services for CO2, CH4, and CO measurements from the NOAA Global Greenhouse Gas Reference Network (GGGRN) at the vendor’s facility located in University Park, PA.***The sole source determination is based on the National Oceanic and Atmospheric Administration (NOAA) requirement that Penn State currently operates a CO2 monitoring site in the Gulf Coast region of the Southeast United States that will fill a critical gap in the NOAA Global Greenhouse Gas Reference Network. No other research-grade CO2 measurements are available for this region. This work will enable the NOAA Global Monitoring Division to accomplish its mission of: Providing the best possible information on atmospheric constituents that drive climate change,
stratospheric ozone depletion, and baseline air quality. NOAA GML has been working on a collaborative NOAA/CPO/AC4 funded grant with Penn State University and their staff have received training to use the custom quality assurance tools that GML has developed for GGGRN data. PSU staff are highly experienced with autonomous high-precision greenhouse gas measurement systems that are very similar to what GML is using in the GGGRN and they are uniquely qualified to provide quality assurance in compliance with GML’s stringent measurement requirements due to their work on previous projects. Period of performance will be from date of award through 06/30/2022.***THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS AND NO SOLICITATION PACKAGE IS AVAILABLE. HOWEVER, FIRMS THAT BELIEVE THEY CAN FULLY MEET THE GOVERNMENT'S REQUIREMENTS MAY SUBMIT SUBSTANTIATING DOCUMENTATION IN WRITING TO THE IDENTIFIED POINT OF CONTACT WITHIN 15 DAYS AFTER PUBLICATION OF THIS SYNOPSIS. SUCH DOCUMENTATION WILL BE EVALUATED SOLELY FOR THE PURPOSE OF DETERMINING WHETHER OR NOT TO CONDUCT THIS PROCUREMENT ON A COMPETITIVE BASIS. A DETERMINATION BY THE GOVERNMENT NOT TO CONDUCT A COMPETITIVE PROCUREMENT, BASED UPON RESPONSES TO THIS NOTICE, IS SOLELY WITHIN THE DISCRETION OF THE GOVERNMENT.
