This is a combined synopsis/solicitation for commercial services/items prepared in accordance with Federal Acquisition Regulation (FAR) in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested. This solicitation is issued as a Request for Proposal (RFP); the solicitation number is 36C10B18R2609 (see attached document: 36C10B18R2609). Office of Information and Technology (OIT) has partnered with the Veterans Health Administration s (VHA) Office of Connected Care (OCC) to establish a VA Mobile Infrastructure (VA MIS) platform currently hosted by Booz Allen Hamilton and International Business Machines (IBM) Terremark. The VA MIS is a General Support System (GSS) in Assessment and Authorization/Authority to Operate (A&A / ATO) terminology, and acts as an umbrella for sharing common controls and management across multiple enclaves and major applications (apps). The Government
requires a VA Mobile Application Cloud Migration (MACM) solution that will be comprised of three environments, Development, Staging and Production, hosted in the VA Enterprise Cloud (VAEC). For this effort the Contractor is required to utilize the VAEC-Amazon Web Service environment for its platform. There will be approximately 20 - 30 mobile responsive web applications hosted in the MACM in addition to the services needed to support these applications. The Contractor shall implement, operate, and maintain the VA MACM including all cloud services required to support VA MACM operations. Additionally, VA requires the implementation, phasing in, and migration of mobile applications and supporting services into an operational VA MACM. The Contractor shall provide VA MACM platform development and application migration; mobile environment support; operations and maintenance (O&M) support of all VA MACM cloud environments as well as the infrastructure software contained within each environment; security operations and monitoring and management; disaster recovery and continuity of operations support; monitoring and alerting support; engineering technical support; configuration management; and tier 4 helpdesk support. The Contractor shall provide all software and support required to create and maintain an operational VA MACM. OIT s ultimate goal is to achieve a Continuous Integration/Continuous Deployment platform through hosting technologies within VAEC. Organizational Conflict of Interest (OCI): Please be advised, Contractors, including its subcontractors, currently developing mobile applications for VA (including, refactoring, development, enhancement/and or remediation of applications subject to migration into the VA MAP) may be precluded from participating in this effort as they will have an OCI due to impaired objectivity in accordance with Federal Acquisition Regulation 9.505-3. The prime Contractor, including its subcontractors that received this award, may be precluded from participating in any future procurements and/or requirements which involve refactoring, development, enhancement/and or remediation of mobile applications subject to migration into the VA MAP. See Organizational Conflict of Interest clause at Section C of the Solicitation. The North American Industrial Classification System (NAICS) code for this effort is 541512.
