The purpose of this acquisition is to provide LRIP Option 3 and two years of STS for the MPF vehicles. The STS services are for two years for the varying degrees of expertise and technical support. The total estimated cost for this additional LRIP option quantity and STS effort is $523,714,454.An additional LRIP Option 3 requirement for the production and delivery of 42 vehicles will be added at down select. The additional 42 MPF LRIP vehicle quantities will support fielding the 4th-6th MPF-equipped Infantry Brigade Combat Teams (IBCTs). The contract will procure STS for Engineering and Logistics services on the MPF vehicles. The services will be further defined by individual work directives issued throughout the estimated two year STS period of performance. This will allow the Government to procure an estimated 377,621 labor hours during the two-year period beginning FY22 through FY24. The STS requirement is added at downselect to address those requirements that were not fully
defined, and so not included, in the initial MTA RFP development. The proposed effort includes the following STS activities: Engineering support includes: • Systems Engineering• Configuration Management to include TDP & Software Computer Package• Design and Development of both domestic platform improvements and enhancements• Cybersecurity• Software Engineering• Obsolescence Management• Investigation and Trade Studies• System Integration consisting of human factors of safety and ergonomics• Reliability Availability Maintainability (RAM)• Verification and Validation Testing• Safety Engineering• Software Development & Support• Quality Assurance• Quality Engineering• Obsolescence Management and ResolutionLogistic support includes:• Supportability Analysis• Logistic Test Support• Technical Data Provisioning• Technical Manual Publications• Electronic Technical Manuals (ETM)• Maintenance Planning• Packaging and Packing Development and Preservation• New Equipment Training (NET)• Care of Supplies in Storage (COSIS)• Field Service Representatives (FSRs) and Field Service Technicians (FSTs)
