Veterans Health Affairs, Network Contracting Office 5, is issuing this request for information/sources sought notice in order to identify sources that have the resources and capabilities to review and update Spill Prevention, Control, and Countermeasures Plan (SPCCP) for the Washington, D.C. VA Medical Center, 50 Irving Street NW, Washington, D.C. 20422.SERVICES REQUIREDThe Washington, D.C. VAMC is seeking a revision of the current plan to bring it into compliance with regulatory requirements and to update numerous changes since the approval of the current SPCCP and ICP dated February 2013. The revised document shall be written in plain English and user-friendly. The contractor shall review the installation s current SPCCP, ICP, and any other information needed for the SPCCP revision, update, and reorganization. Upon completion of this review, the contractor shall make determinations as to the adequacy of the information based on a comparison with regulations, policy, and other
current guidance documents. The contractor may use current plans as references for technical information. The update and amendment of the current SPCCP must include a current inventory of all UST s, AST s, day tanks, and emergency generators. The contractor shall utilize the services of a Professional Engineer (P.E.) licensed in either the state of Virginia, Maryland, and/ or the District of Columbia to conduct the necessary full evaluation of the entire medical campus. The contractor shall have experience in SPCCP preparation, and have current knowledge of industry standards for oil storage and spill prevention. The P.E. shall be free of any standing Disciplinary Actions or investigations by the Virginia, Maryland, or District of Columbia State Board of Technical Professionals.INTERESTED & CAPABLE RESPONSES:NCO 5 is seeking responses from businesses that are interested in this procurement and consider themselves to have the resources and capabilities necessary to provide these services.
