SummaryThe purpose of this Request for Proposals (RFP) is to solicit competitive sealed proposals for a Hybrid Automated and Manned Toll Collection Service (HAMTCS) to manage and operate Tollbooths at Volusia County Beach and Park access locations. Proposals shall include procurement, installation, operations, management, and maintenance of a modern, proven, and reliable revenue control system. Proposals shall detail all related equipment including a secured Contractor-hosted payment website for advance digital ticketing and pass sales. Contractors shall have the capability to provide real time toll status updates to the public and staffing to provide first class Toll collection services.The county would like to obtain proposals for paid off-beach parking that may include metered parking. The county will also evaluate new digital ticketing systems
that will be replaced by a fully automated ticketing system. The Contractor must be able to manage the current ticketing system until the proposed hybrid system is implemented.1.2. BackgroundThe County of Volusia manages over forty (40) miles of Atlantic Ocean Beaches from Ormond by the Sea to Bethune Beach, including Ormond Beach, Daytona Beach, Daytona Beach Shores, Ponce Inlet, and New Smyrna Beach. Tolled vehicular access is allowed on seventeen (17) miles of County Beaches via paved beach ramps. Two inlet Parks also charge a vehicle entry fee; Lighthouse Point Park and Smyrna Dunes Park.Currently, tolls and vehicle entry fees are collected year-round through the sale of Passes at manned Tollbooths located at beach ramps and park entrances. Sales transactions are cash, credit card, or debit card. The county would like to transition into a digital ticketing system.The county currently provides over 2,000 complimentary off beach parking spaces to the public. As a possible new source for future revenue, charging for off beach parking may be implemented in order to offset the cost for operation and maintenance of the Beach.1.3.
