The U.S. Army Contracting Command-New Jersey (ACC-NJ), Picatinny Arsenal, NJ 07806-5000, on behalf of the Office of the Product Manager Precision Fires and Mortars (PdM PFM) and the Office of the Project Manager Combat Ammunition Systems (PM CAS), is conducting a market survey to identify capable sources to develop and produce the Mortar Automated Remote Capability (ARC). The purpose of this market survey is to obtain current information on the capability of all potential companies to develop and produce the Mortar ARC starting in Fiscal Year (FY) 2021.The Mortar ARC shall provide the Brigade Combat Teams (BCTs) with an unmanned turret that allows immediate highly accurate response while under fire. This capability should provide a minimum of 20 rounds before a resupply is required and be integrated with emerging Infantry BCT vehicles (Joint Light Tactical Vehicle (JLTV) and Next-Generation Combat Vehicle (NGCV)). The system shall feature a level of automation such that the physical
interaction and preparation work required by the user is minimized. The ARC will be able to mass fires from a single platform (Multi-round Simultaneous Impact) (MRSI), be able to engage targets in a direct fire fashion, and facilitate the mounting of developing reach-back effects, such as the Lethal Miniature Aerial Missile System (LMAMS) or Single Multi-missile Attack Munition (SMAMS).Significant Mortar ARC system performance requirements include:- Caliber: Must be an 81mm or 120mm caliber system. Survey responses are requested for both calibers.- A Minimum Range of:o 100m (Threshold) for Indirect and Direct Fire and 50m (Objective) for Direct Fire for an 81mm system.o 200m (Threshold) for Indirect and Direct Fire and 50m (Objective) for Direct Fire for a 120mm system- A Maximum Range of:o 6,000m (Threshold) to 15,000m (Objective) for an 81mm systemo 8,000m (Threshold) to 20,000m (Objective) for a 120mm system- Ammo Prep: Ammo is pre-fuzed and stowed in a ready-to-fire state with fixed charges (Threshold) or system is capable of automated fuze setting and charge selection (Objective)- Loading/Firing: Transition of ammo from stowage to gun tube is automated and system is fire-on-command (Threshold)- Response Time of Initial Receipt: 30 seconds after receipt of fire mission if emplaced, 60 seconds after receipt of fire mission if moving (Threshold)- Response Time of Fire and Move: Capable of accepting fire missions, firing and moving up to 750 meters on dry, hard surfaces within 90 seconds of identifying a potential enemy (Threshold) and "shoot on the move" without the need to stop the vehicle (Objective) capability.- Mission Computation/Gun-Laying: Remote processing of tactical and technical fire direction and automated gun lay (Threshold). Automatic processing of tactical and technical fire direction and automated gun lay (Objective).- Munitions Family: Fire the full 81mm/120mm Family of Munitions (FoM) with modifications (Threshold) or able to fire the full 81mm/120mm FoM with no modifications and capable of handling to be determined (TBD) projectiles up to 40lbs and 40in length (Objective).- Fields of Fire: Must allow for firing from the platform in any direction within a 360 degree (6400 mil) arc (Threshold).- Lethality- Engagement Profile: Must be capable of LOS engagements to destroy the 81mm Target Set up to a maximum range of 500m (Threshold) to 3000m (Objective).- Lethality- Massing Fires: Must be capable of firing MRSI missions, with 4 rounds impacting/functioning within 4 seconds (first to last round) (Threshold) to 8 rounds impacting/functioning within 4 seconds (first to last round) (Objective).- Lethality- Rate of Fire: Must achieve a maximum rate of fire of 20 (Threshold) to 30 (Objective) rounds per minute.Per the above requirements, the 120mm FoM include the following items:- The M934/M934A1 HE, M930/M930E1 ILLUM, M929 SMK, XM395 APMI (Threshold)- The M931 FRPC, M933 HE, M57 HE, M983 IR ILLUM, M91 ILLUM (Objective)Per the above requirements, the 81mm FoM include the following items:- The M821/M821A1/M821A2 HE, M835A1 ILLUM, M375A1/M375A2 SMK (Threshold)- The M889/M889A1/M889A2 HE, M374A2/M374A3 HE, M816 IR ILLUM, M301A1/M301A2/M301A3 ILLUM, M819 SMK, M879 FRPC (Objective)Per the above requirements, the 81mm/120mm FoM, shall be compatible with the following fuzes:- The M734/M734A1 MOFA, M935 PD (Threshold)- The M776 MTSQ, M745 PD, M524/M524A1 PD, M772 PD/MTSQ, M84 TIME, M567 PD, M532 PRX, M783 PD/DLY, M751 PD (Objective)In order to assess the maturity of industry designs to meet the above mentioned Mortar ARC system performance requirements and enter into the EMD phase and subsequently production, respondents shall describe (in detail) their proposed Mortar ARC design, expected performance relative to the significant threshold and objective requirements, and technological and manufacturing maturity.Furthermore, to be considered a capable source for the Mortar ARC effort, all interested sources must submit the following information:1. Provide the organization's name, address, technical point of contact, phone number, e-mail address, and business size;2. A summary that includes a brief description of the contractor's capabilities to include: parent organizations, name/address/point of contact identification/email address, potential partnering/teaming arrangements, capabilities;3. A description of facilities/equipment, manufacturing processes, inspection capability, personnel, and Quality Management System certifications or standards used;4. A description of the company's existing production capacity, their projected monthly production and delivery capability.5. Past manufacturing experience with relevant Turreted or Automated Remote Systems.6. Identify the proposed solution's current Technology Readiness Level (TRL) as well as expected technology readiness at the beginning of development in FY21. Provide evidence for the assessments.7. Provide a detailed description of the technical concept/design of the Mortar ARC.8. Provide a Risk Assessment for the concept/design for the Mortar ARC. Identify the top design/performance/potential production risks and possible mitigations.9. Provide a Rough Order of Magnitude (ROM) for the unit price of a 100 systems.A Non‐Disclosure Agreement (available upon request), a DD2345, and Form 1350 must be submitted prior to receiving any requested supporting documentation for this market survey.This market survey is for informational and planning purposes only and shall not be construed as a Request for Proposal (RFP) or as an obligation on the part of the Government.
