"TOWNOFLINN\n2024 ASPHALT PAVING PROGRAM\n\nPART 1-GENERAL\n11BIDDING PROCEDURES\n\nBids must be submitted to the Town of Linn atthetime and location specified on the attached cover sheet,\nat which time qualified bids will be publicly opened. Any bids not submitted on time or not missing proper\npaperwork will not be accepted.\n\nAtthetime of filing a Proposal or Bid, there must be filed either the required Bid Bond or Certified Check\nin the required amount, as set forth below, conditioned that if the Bidder is awarded, he will, within the\ntime limited by the Owner, filethe properly executed Contract, Performance and Payment Bonds.\n\nThe Owner requires either aBid Bond or Certified Check of at least 5% oftheBid.\n\nThe time limit for filing the executed Contract, Performance and Payment Bond is 10 days from the time\nthe Owner notifies the Bidder in writing that heisthe awarded Bidder.\n\nThe awarded Bidder will be required to furnish satisfactory Performance and Payment Bonds for
the full\namount of the Contract Price for each of the above Bonds. If the Bidder fails to do so within the specified\ntime as required by the Owner, the amount of the Certified Check or Bid Bond will be forfeited to the\nOwner as liquidated damages.\n\nThe award for this project is Contingent on the Town\u2019s receipt of funding multiple highway projects,\narrangements for which are pending atthe present time. The Town reserves the righttto reject any and all\nbids. The Town also reserves the rightto award a portion or combination of the work included in the bid as\nthe Town sess fit.\n\n12 CONTRACT TIME\n\nAll work under this contract must be completed by August 30% , 2024 except for Lackey Lane. Lackey\nLaneto be completed after the bridge replacement which is anticipated to occur inthe Fall of 2024\n\n13 LIQUIDATED DAMAGES\n\nThe Owner and Contractor recognize that as liquidated damages for delay (but not as penalty), Contractor\nwill pay Owner the amount of $500.00 per calendar day that expires after the time specified in this\ndocument as Contract Time. They also recognize the delays, expense and difficulties involved in proving in\nalegal or arbitration proceeding the actual loss suffered by the Owner if the Work is not completed on\ntime. Accordingly, instead of requiring any such proof, the Owner and Contractor agree that L iquidated\nDamages as a penalty for delay, Contractor shall pay the Owner $500.00 for each day that expires after the\ntime specified in this document as Contract Time, plus additional engineering and inspection costs.\n\n14 RELATED DOCUMENTS\n\nDrawinggs, if any, and general provisions of Contract, including General and Supplementary Conditions and\nDivision 1 Specifications Sections, apply to work of this section.\n\nPagelof 12\n" "15 REFERENCES\n\nState of Wisconsin Department Transportation Standard Specifications for Highway & Structure\nConstruction 2017 Edition, hereinafter called \u201cWI Standard Specifications\n\n1.6 SUBMITTALS\n\nJob-M ix Designs: For each job mix proposed for the Work.\n\nMaterial Certificates: Provide copies of materials certificates signed by material producer and Contractor,\ncertifying that each material item complies with, or exceeds, specified requirements.\n\n1.7 REPAIRS, PROTECTION AND CLEARING\n\nRemove paved areas that are defectiveor contaminated with foreign materials and replace with fresh, hot\nasphaltic concrete. Compact by rolling to specific density and surface smoothness.\n\nAtthe completion of work, remove any rubbish, debris, equipment and excess materials generated by the\npaving contractor from the site. Clean adjoining surfaces which were soiled by and during the course of this\nwork.\n\n18WARRANTY\n\nFinished work shall be free from bumps or depressions, evenly graded to levels required and shall be\nwarranted against general defects of materials and workmanship for a period of one year from date of\nsubstantial completion.\n\nW arranty: Furnish written warranty as specified herein.\nPART 2- SPECIFCATIONS\n2.1 ASPHALTIC CONCRETE PAVEMENT\n\nThe unit bid and contract price for this item shall include furnishing all material, equipment, labor, and\nconstruction bituminous concrete roadways and/or driveways to the thickness and locations shown on the\nplans or directed.\n\nAsphalt sawing will be considered incidental to the A sphaltic Concrete pay item.\n\nMaterials and construction shall conform to the requirements of the latest edition of the Wisconsin\nDepartment of Transportation (WDOT) specifications, sections 450, 455 and 460. F (-1.deg, C) and rising.\n\nIf work cannot be completed because of weather, place lower layer and delay placing upper layer until\nweather permits. Bring lower layer to correct grade, clean, and apply tack coat before installing upper layer.\nApply tack coat to dry surfaces only.\n\nContractor shall submit LT-mix design prior to any placement of material.\nM easurement and payment for this item will be made per ton of Asphaltic Concrete Pavement, placed, and\ncompacted atthe project work area and based upon weight receipts from a certified scale of the materials\n\nsupplier. The contractor shall provide copies of the A sphaltic Concrete Pavement material weight receipts\nto the engineer or owner atthe close of each working day.\n\nPage3 of 12\n" "2.2 BITUMINOUSTACK COAT\n\nThe unit bid and contract price for this item shall include furnishing all material, equipment, labor and\napplying tack at a rate of 0.05 gallons per square yard to the pavement as designated on the plans or as\ndirected.\n\nM easurements and payment for this item will be made per gallon of tack coat applied. The Contractor shall\nprovide copies of tickets indicating gallons of bituminous tack coat used on site,\n\nTack is incidental to the HMA pavement items.\n2.3QMP ASHALTIC PAVEMENT\n\nProvide and maintain a quality management program for all asphaltic mixtures in the contract in\naccordance with State of Wisconsin DOT Standards & Specification Section 460.2.8.\n\nThe Town of Linn will periodically conduct independent verification testto validate the quality of the\nmaterial incorporated into the work. The Township may base approval of material on quality assurance\ntests.\n\nThe cost for allQMP is incidental to the HMA pavement.\n24REMOVING ASPHALTIC SURFACE -BUTT JOINTS\n\nRemove existing asphalt surface to allow for proper thickness of asphalt overlay. Includes driveways and\nproject limits. Price includes milling, sweeping, and removal of millings to the match points to the match\npoints laid out by the Town of Linn.\n\nPayment will be made atthe contract unit price per SY of removing asphaltic surface butt joints.\n2.5REMOVING ASPHALTIC SURFACE -MILLING\n\nRemove existing asphalt surface to allow for proper thickness of asphalt overlay. Includes driveways and\nproject limits. Price includes milling, sweeping, and removal of millings to the match points to the match\npoints laid out by the Town of Linn.\n\nPayment will be made at the contract unit price per SY of removing asphaltic surface milling.\n\n2.7 CRUSHED AGGREGATE SHOULDER\n\nThe unit bid and contract price for this item shall include furnishing and placing of a 18\u201d crushed aggregate\nshoulder wherever indicated in the contract bid proposal or as directed by the Town of Linn. The shoulder\nmaterial shall be %\u201d Dense Graded Base and meet the requirements of Section 305 of the WI Standard\nSpecifications.\n\nThe item will be measured per ton of %4\u201d Dense Graded Base delivered, placed and compacted at the\nproject work area and based upon material weight receipts from a certified scale of the material supplier.\nThe Contractor shall provide copies of the material weight receipts to the Engineer or Owner atthe close of\neach working day.\n\nPayment will be made at the contract unit price per ton 3/4\u201d Dense Graded Base ordered and installed.\nTown of Linn reserves the right to remove shouldering items from the contract at no additional\ncost/compensation to the project.\n\nPage4 of 12\n" "2.8RECYCLED ASPHALT SHOULDER\n\nThe unit bid and contract price for this item shall include furnishing and placing of recycled asphalt\nshoulder wherever indicated in the contract bid proposal or as directed by the Town of Linn. The shoulder\nmaterial shall be %4\u201d Dense Graded recycled asphalt pavement and meet the requirements of Section 305 of\nthe Standard Specifications.\n\nThe item will be measured per ton of %4\u201d Dense Graded recycled asphalt delivered, placed, and compacted\natthe project work area and based upon material weight receipts from a certified scale of the material\nsupplier. The Contractor shall provide copies of the material weight receipts to the Engineer or Owner at\nthe close of each working day.\n\nRoad must remain open to local traffic during shouldering operations.\n\nPayment will be made at the contract unit price per ton 3/4\u201d Dense Graded recycled asphalt ordered and\ninstalled. Town of Linn reserves the right to remove shouldering items from the contract at no\nadditional cost/compensation to the project.\n\n2.9 SHAPING SHOULDERS\n\nThe unit bid and contract price for this item shall include labor and equipment, including flagging,\nwherever indicated in the contract bid proposal or as directed by the Town of Linn. The shoulder shaping\nshall be completed per WisDOT specification 305.3.4.\n\nRoad must remain open to local traffic during shouldering operations.\nPayment will be made at the contract unit price per LF acceptably completed. Town of Linn reserves the\n\nright to remove shouldering items from the contract at no additional cost/compensation to the\nproject.\n\nPage5 of 12\n"
