North Shore Road Water System Improvements

CITY OF REVERE, MASSACHUSETTS 2023 NORTH SHORE ROAD WATER SYSTEM IMPROVEMENTS CITY BID NO. MUN-2023-1027 INVITATION TO BID Separate sealed bids for construction of 2023 North Shore Road Water System Improvements, in the City of Revere, City Bid No. MUN-2023-1027 will be received by the City of Revere Purchasing Department, Purchasing Agent, Michael Piccardi, at his office, Revere City Hall, 281 Broadway, Revere, MA, prior to 11:00 AM, August 10, 2023, and at that time and place bids will be publicly opened and read aloud. Time stamp in the Purchasing Office shall govern the time. The work of this Contract includes, but is not necessarily limited to removal and replacement of approximately 4,850 linear feet of water mains on North Shore Road, Agawam Street, Bellevue Avenue, Wonderland Station Parking Lot, Calumet Street, and McKinley Street connection to Atwood Street, including furnishing and installing hydrants, water services, valves, fittings; temporary water supply during

construction; connections to the existing system; pavement replacement; and all appurtenances and incidental work necessary to complete this Contract. Each prospective bidder proposing to bid on this project must be prequalified by Massachusetts Department of Transportation (MassDOT) in accordance with 120 CMR 5.00 “Prequalification of Contractors.” Contact the MassDOT Highway Division (Prequalification Office) Room 6160, 10 Park Plaza, Boston, MA 02116 (617-973-7621). Prospective bidders are not expected to submit a R109 form. MassDOT prequalification of contractors with the class of work as, Sewer & Water, for the project with an estimated value of $4,500,000 will be required. Bidders may obtain informational copies of the bid documents but will not be considered an eligible bidder without having obtained MassDOT prequalification prior to the date and time of the bid opening. The contract will only be awarded to a MassDOT prequalified bidder. The Contract Time for the Base Bid shall be a total of two hundred and thirty-five (235) calendar days, excluding final trench paving, commencing seven (7) days following the effective date of the Agreement. All construction activities necessary to fully complete the work shall be executed within one hundred and forty-five (145) consecutive calendar days. Additional Contract Time for Bid Additive Alternative 1 shall be fifteen (15) calendar days, excluding final paving. Additional Contract Time for Bid Additive Alternative 2 shall be fifteen (15) calendar days, excluding final paving. Additional Contract Time for Bid Additive Alternative 3 shall be fifteen (15) calendar days, excluding final paving. Additional Contract Time for Bid Additive Alternative 4 shall be fifteen (15) calendar days, excluding final paving. Once initiated, final paving shall be completed in fourteen (14) consecutive calendar days and no later than August 30, 2024. Revere City Hall contact hours are 8:00 AM to 7:00 PM, Monday and Wednesday, 8:00 AM through 5:00 PM, Tuesday and Thursday, and closed on Fridays. Contract Documents will be available beginning on July 27, 2023. Bids shall be submitted in accordance with the Instructions to Bidders and be accompanied by a Bid Security, satisfactory to the City, in the amount of five percent of the Bid. Surety is to be in the form of a certified, cashiers or treasurers check, drawn on a responsible bank or trust company; or bid bond issued by a company licensed to do business in the Commonwealth. Bids are to be sealed in an envelope, marked on the outside with the words “2023 North Shore Road Water System Improvements, City Bid No. MUN-2023-1027” and returned to the Purchasing Department prior to the Bid opening date and time. Bidders may not withdraw their Bids for a period of thirty days, excluding Saturdays, Sundays, and legal holidays after the actual date of the opening of the Bids. The Successful Bidder must furnish a 100 percent Performance Bond and a 100 percent Payment Bond with a surety company acceptable to the Owner. Complete instructions for filing Bids are included in the Instructions to Bidders. Minimum Wage Rates as determined by the Commissioner of the Department of Workforce Development under the provision of the Massachusetts General Laws, Chapter 149, Section 26 to 27H, as amended, apply to this project. It is the responsibility of the Contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this Contract. The bidding and award of this Contract will be under the provisions of M.G.L. Chapter 30, Section 39M.
