NOTICE is hereby given the Redevelopment Commission of St. Joseph County, Indiana will publicly open and read aloud bids on April 29, 2024, hour of ten o’clock [10:00] a.m. [E.D.T.] in the Redevelopment Commission meeting in the Council Chambers, Fourth Floor, County-City Building, South Bend, Indiana, as per Specifications on file, beginning April 5, 2024 on the County web-site at http://www.sjcindiana.com/Bids.aspx for the following Project: 94202-W: SJEC WTP Phase 2 ExpansionThe Contractor/Bidder Prequalification requirement has been eliminated for this project. The project includes the expansion and conversion of the existing St. Joseph Energy Center Water Treatment Plant (SJEC WTP) near New Carlisle, IN to support the proposed GM plant. The SJEC Phase 2 Expansion and Potable Water Treatment Conversion - Increasing the SJEC WTP filtration capacity by 6 MGD to capacity of 12 MGD, as well as
converting the existing facility to a potable drinking water treatment plant. Raw water piping from the new Wells No. 3, 4 and 5. The following is a general summary of the work associated with this project:Three pressure filters, each containing two filter cells, associated process water piping, controls, power wiring and control wiring will be designed to produce to up to 6 million gallons per day (MGD) of water. A new approximately 0.4MG ground storage tankImprovements to the sodium hypochlorite chemical feed system including two (2) chemical feed pumps and associated interior and site process piping, control and power wiring.Modifications to the piping for the high service pumps, and below grade filtered water piping.Site pipingSite improvements and restoration.Electrical power and control improvements.Structural, concrete, masonry and plumbing. Partial demolition, building restoration. This work is divided into multiple milestone completion dates, with a Substantial Completion date of December 20, 2024. SAID bids must be accompanied with a Certified Check made payable to St. Joseph County, Indiana or Bid Bond executed by the bidder and surety company in a sum of not less than ten percent [10%] of the total amount of the bid, together with a non-collusive affidavit as prescribed in Form 96, Revised 2013. Bids must be filed in the office of the Redevelopment Commission no later than 10:00 a.m. [EDT] on April 29, 2024, 11 th Floor, County-City Building, South Bend, Indiana. The bidder awarded the contract will be required to furnish separate Payment, Performance, and Maintenance Bonds before commencing work. The Payment and Performance Bond shall each remain in effect throughout the entire construction period in an amount equal to the awarded Contract Amount. The required Maintenance Bond shall remain in effect for a period of five years from the date of final acceptance in an amount of 10 percent [10%] of the awarded Contract Amount. The bidder’s attention is directed to the Affirmative Action Requirements and the Insurance Provisions of the Project. Miscellaneous: SPECIFICATIONS and/or Plans are available for examination at the St. Joseph County Department of Infrastructure, Planning & Growth, County Engineer’s Office, Room 732, County-City Building, South Bend, Indiana 46601, and may be reviewed between the hours of 8:00am and 4:30pm [E.D.T.], Monday through Friday. THE Redevelopment Commission reserves the right to reject any or all bids or to accept the one which, in its judgment will be to the best interest of St. Joseph County, Indiana. The Redevelopment Commission also reserves the right to hold Bids up to 60 calendar days from the receipt of the Bid. The successful bidder is anticipated to receive: - A Notice of Award on May 7, 2024 - A signed contract and a notice to proceed on May 21, 2024. The successful bidder is responsible to provide all contract documentation to allow the Owner to sign the contract on May 21, 2024.
