This solicitation is for the design and oversight of the Taxiway A Shoulders and Run-Up Apron project at Lakeland Linder International Airport. This solicitation will follow the requirements of Florida Statute 287.055 termed the “Consultants’ Competitive Negotiations Act (CCNA)”. In compliance with the Florida Consultants’ competitive negotiation act (CCNA), (Chapter 287), rates shall not be included in this proposal.BackgroundThe 2020 Airport Master Plan Update identified Taxiway A shoulders as being deficient at Lakeland Linder International Airport (the “Airport”). The future critical
aircraft for Runway 10/28 (formerly 09/27) was identified to be a Boeing 767-300F with a Runway Design Code (RDC) of C-IV. Based on calendar year 2023 operations identified in the FAA Operations and Performance Database, Traffic Flow Management System Counts (TFMSC), 3,595 operations of C-IV aircraft were recorded, making this aircraft the current critical aircraft for Runway 10/28 and parallel Taxiway A. 3,545 of the C-IV operations were Taxiway Design Group (TDG) 5 aircraft. The Boeing 767-300F is a TDG 5 aircraft, which according to Table 4-2 of FAA AC 150/5300-13B, requires 30-foot shoulders.Per FAA AC 150/5300-13B, taxiways accommodating ADG-IV and larger aircraft require taxiway shoulders be installed for the full length of the taxiway. Per FAA Order 5100.38D, Appendix H, Table H-4, item a, taxiway shoulders are eligible for Airport Improvement Program (AIP) funding.The north side development at the Airport comprises a significant number of general aviation facilities including those for small single engine and multi-engine propeller driven aircraft. Future expansion of the general aviation facilities are anticipated and identified on the current approved Airport Layout Plan (ALP). In accordance with FAA AC 150/5300-13B, Chapter 5, Section 5.17.1, engine run-up areas are recommended to limit the exposure of propeller wash and jet exhaust which can cause property damage and personal injury. Run-up areas are recommended to be located apart from parking positions, gate areas, and buildings. The run-up area for Runway 10/28 is proposed near the mid-point of the runway due to space limitations on both the Runway 10 and Runway 28 end. This provides a central location for aircraft operators to access the run-up area and limits the potential for damage to property and injury to persons.Per FAA AC 150/5300-13B, run-up areas, also referred to as holding bays, are recommended to limit damage to persons and property as a result of jet exhaust and/or propeller wash.
