Bid Number RFP 23-02 Solicitation Media Planning & Buying Services Solicitation Type Request for Proposals County Polk Description The Iowa Lottery (hereinafter referred to as the “Lottery”) is issuing this Request for Proposal (RFP) to invite interested Vendors to submit Proposals for media planning and buying services for the Lottery. It is suggested that agencies read this RFP in its entirety to better understand the bid process, as well as the scope of services and capabilities the Lottery is seeking in an agency or agencies and the requirements an agency must adhere to. The information required to be submitted with a Proposal is outlined in Section 1.12. A Vendor submitting a response to this RFP must have the capability to perform the functions as described in the Scope of Services found as Appendix B. The Vendor(s) selected as a result of this RFP must be able to work remotely via video conferencing and/or in person with the Iowa Lottery. It is preferred, but not required, that

the selected vendor have a physical presence near Iowa Lottery Headquarters in Clive, Iowa to facilitate meetings as needed. The contract for services that will result from this RFP will be for a two-year period from July 1, 2023 through June 30, 2025, with options to extend the Agreement for up to four (4) additional one-year periods with the option periods being exercised at the sole discretion of the Lottery. Issuance of this RFP does not obligate the Lottery to complete the project and the Lottery reserves the right to cancel this RFP if it is considered in its best interest.
