Background Asheville’s River Arts District or RAD represents the rebirth of the City’s historic industrial area as a vibrant enclave of creativity and a gathering place for Asheville residents and visitors. There are 200-plus artists working in over two dozen rehabilitated factories and warehouses arrayed along the banks of the French Broad River and the City has essentially completed its transportation and recreational improvements. People are able to ride bicycles, walk on greenways and visit park areas. The RAD’s urban vibe and repurposed buildings will house studios, galleries, shops and restaurants. This distinctive character, along with its central
location create an inviting sense of place. The RAD is already a premier arts haven and an entertainment destination for both residents and tourists. The RAD is rapidly becoming a thriving neighborhood where residential housing can be found and businesses will have the customers they need to succeed. The area will benefit from abundant recreational opportunities on or near the French Broad River and Riverside Drive is available as a major transportation corridor. In the heart of the RAD is a small historic building that is available for lease. The City seeks a tenant who will contribute to the vitality of the area by providing a service that is new and appropriate for the area. This RFP will provide information on the space and its possibilities. At the same time, the City will be completely transparent about the limitations of the site. II. Site Description The site is located at 8 River Arts Place. Originally, the address was 14 Riverside Drive. The building is a minimally insulated space with radiant heat. The space has restrooms in a common area. Indoor rental space is 28 by 38 feet for a total of 1,064 square feet. It is estimated that for standing and reception, the indoor space can accommodate 138 people. For a classroom configuration, it can accommodate 40 people. A banquet event could house 40 people at (6) - 60 inch round tables. There is also a small custodial closet and loft storage. A deck is attached to the building for use by the tenant. The deck has 1,310 square feet of outdoor deck space and is not covered. It does not currently have outdoor furniture There is a small parking lot with 13 spaces. The City is open to designating a few spaces exclusively for the tenant. The remainder must be available for public parking. There are 2 additional parking options on Riverside Drive and there is a public lot at Craven and Emma. But in the RAD, there may be a need for shuttling in the case of a large event. The tenant may need to apply for other City permits if the event they are planning is large enough. Construction on Riverside Drive is nearing completion and access should not be impaired when the tenant moves in. 2 The City will pay for water and sewer and public Wi-Fi is available. Water is not available in the outside area. The tenant will be responsible for providing proof of insurance to the City prior to taking occupancy of the building. III. Site Limitations The site is basically a blank canvas. There is heat, but no air conditioning. There is no prep room for catering. Caterers may need to bring potable water. Chairs and tables are not provided and there is no permanent audio or visual equipment in the space.There is a 30 amp connection on the wooden pole in the parking lot. It is approximately fifty (50) feet from the structure. If seeking to use the outside space for events, generators may be necessary. There are restrooms in the building, but the City plans to have them open to the public from dawn to dusk every day. The City will be responsible for cleaning and maintaining these restrooms. There are doors between the common space and the rental area that only open one way from the rental space, providing some privacy for staff. Finally, the tenant should know and understand that the property is located within a flood hazard area. III. Leasing Goals Equity and Diversity Asheville’s City Council has shown its commitment to providing opportunities for historically underutilized small businesses (HUB), to include BIPOC and woman-owned businesses. The City welcomes proposals from the BIPOC community or a combination of these communities. The business chosen to occupy this space should also be committed to the principles of equity and diversity. Compatibility with Asheville’s Vision of the RAD Proposals should be compatible with the arts district and benefit from the close proximity of the French Broad River. The City seeks a tenant who will contribute to the vitality of the area by providing a service that is appropriate. Further Economic Development Goals The community will become more diverse as the infrastructure improvements are completed and businesses come back after COVID. The City expects a substantial market of available users in the area. The City sees 8 RAP as a catalyst for more businesses to locate in the RAD. The City wants to encourage new, small businesses in the area who will provide services not currently available. The City is looking for a business to occupy this space who will activate the space in some meaningful way and be an active partner in the River Arts Community. 3 IV. Submission Details and Timeline A mandatory site visit will be held on May 17, 2021 . To register, please email Ellen McKinnon at emckinnon@ashevillenc.gov. The following terms and conditions are being offered by the City of Asheville. At present, the City is willing to establish an initial term of the lease for three years with the option to renew for an additional three years. The current fair market rent value is $ 16.00 to $19.00 per square foot. This translates to a monthly rent of $1,419 to $1,685 with a 2% escalation rate applied each year. Not included in the rent calculation is 1,300 square feet of outside deck area that will be available to the tenant. According to the City’s Real Estate Lease Policy for City Owned Land, under specific circumstances the City will consider non-monetary forms of rental payments if measurable public benefits are being provided. If seeking a rental reduction, the prospective tenant should include in their lease proposal the ways in which they will provide public benefit services and specifically how they will serve a public purpose. The proposal should describe in detail how performance will be measured or quantified and how they will be compatible with the City Council’s Strategic Goals. Each component may be relatively succinct as long as the key information is conveyed. Cover Letter - The cover letter should serve as the introduction to your proposal and to your organization. - Describe what makes you uniquely qualified to operate your business or organization out of 8 River Arts District Description and Qualifications of your Organization - Describe your organization and the key staff members who work there. Indicate how long your organization has been operating and list some of your notable accomplishments. Indicate whether you are a non-profit or a for-profit organization. If applicable, document your non-profit status. Describe your organization’s commitment to and/ or approach to Equity and Inclusion. Project Description - Describe in specific detail the activities that you are planning for this site. Which staff members will be operating at this site? Indicate what customers or groups your organization provides services to. Indicate how you would further the overall City’s vision and the vision for the River Arts District. Keep in mind that the current proposed start date of this lease is October 1, 2021. V. Selection Criteria Proposals will be evaluated on a point system based on the following criteria: Compatibility with City’s Vision of the River Arts District: 30 points The way in which the site is used should fit into the City’s vision for the property. The RAD is an arts community with a unique position on the French Broad River. Enhance the Economic Development of the District: 25 points The new tenant will accomplish this by adding new and appropriate uses and building on the identity of the district. Equity and Diversity: 15 points The way in which the site is used should support the City’s vision for equity and inclusion. Business / Organizational Experience: 15 points The successful applicant should be able to meet all terms and conditions of a finalized lease agreement. The applicant should have a proven track record of being able to provide the service or product identified. The applicant should provide a valuable rental offer for the space. Alignment with City Council Strategic Goals: 15 points The approved applicant’s business model or organization’s mission will align with the Asheville City Council’s Strategic Goals for the City, including, but not limited to, an equitable and diverse community, a well-planned and livable community, a clean and healthy environment.
