(“Supplier(s)”) submit responses (“Supplier Bid(s)”) to provide goods and/or services as specified herein. Please note Supplier Bids must be submitted through the solicitation portal no later than the date and time specified in the Event Schedule. Supplier Bids submitted after the prescribed time will be rejected at USF’s sole discretion. Supplier Bids, and revisions thereto, will not be accepted at any time by fax or email. Accepted Supplier Bids will be opened and recorded immediately after the time specified above. Suppliers cannot withdraw submitted Supplier Bids after the submission deadline has passed. An OPTIONAL virtual pre-proposal meeting will be held on Wednesday, October 13, 2021 at 9:00AM USA EST via Microsoft TEAMS as described below. Any questions concerning this Event should be submitted on the Event's Q & A Board. 1.2. Purpose of Event USF invites Supplier proposals to provide the services as described in the Scope of Services and Requirements attached in the Prerequisites section of this Event. A summary description is as follows: The University of South Florida (USF) seeks a Global Employment Intermediary and other Consultant Services for “designated advisors” who are local citizens representing the University of South Florida in local markets across South and Southeast Asia (e.g., India and Vietnam) and possibly in other strategic markets across the world (e.g. Latin American). These designated advisors will be employees or independent contractors of awarded firm(s) consistent with local laws. The scope of desired services includes: (1) guidance regarding all regulations concerning employment, taxes, payroll, and other compensation funds associated with designated advisors who are based in-market; (2) assurance of adherence to and compliance with applicable statutes, rules, and regulations regarding employment of labor in countries in which designated advisors operate; (3) the timely processing of employment contracts and payroll, fulfillment of required tax filings and associated employment matters, guidance regarding tax policies that affect, or may affect, the employment of labor in- market; as well as (4) assistance with local talent acquisition as needed – such services could include placing employment advertisements, vetting applicants, and organizing and conducting interviews of qualified candidates. 1.3. Pre-Proposal Meeting Interested suppliers may attend the optionalpre-proposal meeting to be held Virtually via Microsoft Teams at the date and time specified in the Event Schedule (invitation/link in the Buyer Attachments and Q&A board). It is solely the Supplier's responsibility to become fully informed as to the nature and extent of the scope of services being solicited. USF representative(s) will be available at the pre-proposal meeting to answer questions related to the scope of services and solicitation process. However, all verbal statements made by any person are non-binding. USF is not liable for any cost incurred in connection with the preparation, production, or submission of the Supplier Response, including any costs resulting from the Supplier accepting verbal direction. All changes or clarifications to the Sourcing Event, if any, will only be made through written answers on the Event's Q&A Board and, when appropriate, written addenda to the Event posted on the solicitation platform.
