Advertisement for Bids (Formal - N.C.G.S. 143-129) Issue Date: 05/28/2021 Project Name: Sulphur Springs Road Stormwater Improvements Project Number: 298-SW-2015-009 Pursuant to North Carolina General Statute 143-129, sealed bids will be received by the City of Asheville and be immediately opened and read aloud for the project described as follows: Formal In-Person Public Bid Openings have been suspended. During this public health emergency, the public can attend the bid openings via a live YouTube Feed (see link below). There will be witnesses to affirm that all proposals remain sealed until the live Bid opening. The Contract Managers and Purchasing staff will open the sealed bids via YouTube. Court Plaza in the first floor Conference Room. Due to the Declared Emergency the public may attend the bid opening via a live YouTube Feed. Description of Work: The purpose of this project is to address significant drainage issues along Sulphur Springs Road that cause flooding in the roadway at the low point of the basin (the intersection with an unnamed tributary of Hominy Creek). This project will install a new drainage system that addresses the issues and provides a system that can be upgraded with future projects along the contributing side streets. The culvert extension and associated stream stabilization will address existing slopes that exceed 2:1 at the roadway and provide a more sustainable stream bank that will not be as prone to erosion as the current situation. Bid Schedule: A non-mandatory virtual pre-bid conference will be held at 10:00 pm on the 10th day of June 2021. Interested parties are invited to attend this meeting to review the plans and ask for additional information or clarification. The pre-bid meeting will be conducted virtually. The City Council of the City of Asheville has adopted a policy that the City of Asheville will not enter into contracts with bidders who are delinquent in the payment of ad valorem taxes owed to the City of Asheville. License Requirements: All bidders must have current North Carolina Building Contractor licenses with the appropriate classification for all work of the project at the time of the bid. Bid Submittals: The City has prepared this Advertisement for Bids which identifies the services to be undertaken. In order to be considered, all bids must be submitted in writing no later than the bid due date, at which time bids will be opened and read aloud. Contractors mailing bid packages should allow delivery time to ensure timely receipt of their proposal. The responsibility for getting their bid to the City of Asheville on or before the specified time and date is solely and strictly the responsibility of the proposing contractor.
