Description New York City Economic Development Corporation (NYCEDC), in consultation with the City of New York and Mayor’s Office of Environmental Remediation (OER), is seeking a consultant to operate and manage the City’s clean soil stockpile (Stockpile) at 830 Forbell Street in Brooklyn, NY. The selected contractor will work with OER staff to approve clean soil from private and City projects for import to the Stockpile, to efficiently manage and keep segregated the various clean soils at the Stockpile, and to load out clean soil to City and private projects. The contractor will make topsoil at the Stockpile and make it available to City projects. The contractor will be responsible for performing soil analytics in support of receiving sites accepting Stockpile soil and, more generally, to increase the beneficial use of clean soil by private and public projects across New York City. The contractor will also be responsible for delivering clean soil and topsoil to nearby community
gardens. The contractor may work with OER and/or other City agencies to develop and operate a second City clean soil Stockpile. In addition to operating the Stockpile and promoting its services to City agencies and private construction projects, the contractor is expected to participate in outreach to City agencies and community stakeholders and to train OER staff on how to operate the Stockpile.NYCEDC plans to select a consultant on the basis of factors stated in the RFP which include, but are not limited to: the quality of the proposal, experience of key staff identified in the proposal, experience and quality of any subcontractors proposed, demonstrated successful experience in performing services similar to those encompassed in the RFP, the proposed fee and cost schedules, the quality of references, and the proposed M/W/DBE narrative form.It is the policy of NYCEDC to comply with all federal, state and City laws and regulations which prohibit unlawful discrimination because of race, creed, color, national origin, sex, age, disability, marital status and other protected category and to take affirmative action in working with contracting parties to ensure certified Minority and Women-owned Business Enterprises (MWBEs) share in the economic opportunities generated by NYCEDC’s projects and initiatives.
