INVITATION TO BID (ITB) WHITFIELD COUNTY, GEORGIA ITB# Fire 20-03 Emergency Lights and Siren Package for Ten (10) F250 Crew Cab Pick Up Trucks. Furnish and Install of items. Date: October 16, 2020 Time: 2:00 PM USE THIS FORM ONLY ONLY BIDS SUBMITTED ON THIS FORM SHALL BE CONSIDERED 2 The Whitfield County Board of Commissioners will receive sealed bids until 2:00 PM on October 16, 2020 for ITB# Fire 20-03, Emergency Lights and Siren Package for (10) F250’s. Bids shall be submitted in a sealed opaque envelope and shall be marked on the outside with the name of the submitting company, the ITB number, and the words “Emergency Lights and Siren Package”. Any deviation from the requirements set forth for the labeling of the bid envelopes shall result in said bid being returned to the bidder unopened and any such bid shall not be considered. No verbal or written information which is obtained other than through this ITB or its addenda shall be binding on Whitfield County. No employee of Whitfield County is authorized to interpret any portion of this ITB or give any information as to the requirements of this ITB in addition to that contained in or amended to this written ITB document. Bid Submittal Instructions: Vendors are to submit 1 original and 2 copies of their bid. Sealed bids shall be addressed to the attention of Finance Department and mailed to Whitfield County Board of Commissioners, P.O. Box 248, Dalton GA 30722-0248 or hand delivered to the Courthouse Annex, 201 South Hamilton Street, 4th Floor, Dalton GA 30720. All bids shall be received on or before the above designated date and time. Any bid received after this date and time shall not be accepted. Bids shall be typed or submitted in ink. Bids will be opened and read publicly. Bids are legal and binding upon the bidder when submitted. It is understood that this contract, if accepted by Whitfield County, is entered into solely for the convenience of the county and in no way precludes the county from obtaining like goods from other suppliers upon prior approval of the Whitfield County Board of Commissioners. The bid will consist of a single unit price per vehicle and a total price for all 10 units. ➢ The vendor shall provide equipment specified and include all costs associated with installing the equipment. This shall include any costs associated with the transport of the vehicles in the final price. ➢ Awardee must provide proof of Insurance prior to contract awarding. ➢ Vendor must state the location where installation will take place. ➢ Any extra charges or exceptions must be listed to be considered. ➢ Any exceptions to the attached specifications must be accompanied by specification sheets and pictures of equipment. ➢ Bid shall include equipment specifications for the following items: • Truck console • Computer docking station ➢ Vehicles are expected to be delivered between December 11 and December 25, 2020. ➢ Work shall commence within 5 business days from notification of delivery date. 4 Specifications: 1- Allegiant Light Bar: Model ALGT53-3668697 complete with roof mounting kit. 1 - PF 200: Siren/Light Controller. 100/200 Watt, dual tone, integrated Rumbler capable. 1 - Rumber Siren complete with all mounting hardware. 2 - 100 Watt Speakers: Model ES100C. Complete with mounting brackets. 1 - Head Light Flasher: Model FHL-HL 6- Perimeter Lights: Model MPS122OU-RW. Complete with Bezel. Four fender lights and two tailgate lights. 4- Perimeter Lights: Model MPS62U-RW. Complete with bezel. All four for brush guard mounting, two forward facing and two side facing. 1- Model 416300-R: 1” round light to mount under rear tail lights. Complete with mounting hardware. 1- Ford Pick Up Truck console with cup holder and arm rest. 1- Mongoose XLE 9” Motion Attachment or similarly compatible equipment. 1- Computer docking station to fit Panasonic Tough Book Model: FZ-55c0601VM. Complete with power supply. 2- Federal Signal Face plate for siren. 1- Mic Clip. 1- 15 amp, 120 volt Kussmaul Auto eject #091-55-15-20 w/ Red Cover. Installed on Drivers side rear in the bed. 1 – Furnish and install roof antenna for mobile radio. Install department provided Mobile Radio. Install department provided rechargeable hand lights. Two (2) total. All bezels are to be Black in color. To qualify as a local vendor, the following conditions have to be met: 1. The vendor has to have an established place of business within Whitfield County. 2. The vendor must have at least two (2) employees who have been working for six (6) months or longer before requesting a local vendor privilege. All vendors who met these conditions and who wish to claim the local vendor privilege must complete the Affidavit of Eligibility available on the County web site. The local vendor privilege gives qualifying vendors, who are within 4% of the low bid, the opportunity to agree to match the low bid within 24 hours. If more than one local vendor meets the qualifications, the lowest local bidder will be given the first opportunity to agree to match the low bid. If they refuse, the next lowest bidder will get the opportunity and so on until all local vendors within the 4% range have been given an opportunity
