Naval Surface Warfare Center, Port Hueneme Division (NSWC PHD) intends to issue a hybrid cost-plus-fixed-fee (CPFF) and firm-fixed-priced (FFP) contract on a sole source basis to Lockheed Martin Corporation Rotary and Mission Systems (LM RMS), 2323 Eastern Boulevard, Baltimore, MD 21220. This contract will provide integrated logistics support (ILS) and operation of the Worldwide Engineering Depot and Operations Center in support of Aegis Weapon System (AWS) Advanced Capability Build 16/Technical Insertion 12 Hybrid (ACB 16/TI-12H) and prior baselines . NSWC PHD intends to award the contract pursuant to 10 U.S.C. 2304(c)(1). Full and open competition need not be provided for when the supplies or services required are available from only one responsible source, or only from a limited number of responsible sources and no other type of supplies or service will satisfy agency requirements.Interested parties may identify their interest and capability to respond to the requirement or

terren.jo@navy.mil, with a copy sent to Michael Thompson at
michael.thompson@navy.mil by 9:00 AM Pacific Standard Time (PST) on 10 February 2020. While this notice of intent is not a request for proposals, the Government will consider all capability statements received before the response date. A determination by the Government not to compete this proposed requirement based on received responses to this notice is solely within the discretion of the Government. The information received will be used for the sole purpose of determining whether or not a competitive procurement should be conducted.The Government will not compensate any respondents of this synopsis for any information received or any costs incurred in preparing information for, participating in meetings with, or engaging in discussions with the Government.
