This is a SOURCES SOUGHT NOTICE; there is no solicitation available at this time. No response will be provided to requests for solicitation. THIS SOURCES SOUGHT NOTICE IS PUBLISHED FOR MARKET RESEARCH PURPOSES ONLY.The Defense Threat Reduction Agency (DTRA) has a requirement as follows:The objective of the THTk Modernization & Improvements procurement is to modernize and improve THTk by providing new models for assessing system and component-level Nuclear Weapon Effects (NWE) survivability, improving existing response models, identifying and incorporating new empirical data into the toolkit, and modernizing the software for improved compatibility with modern Windows operating systems. This effort includes five major task areas: 1.    Complete technical and fiscal program management of the contract;2.    Develop and improve empirical models;3.    Perform THTk Software modernization and develop standalone classified and unclassified THTk software packages;4.    Perform Quality Assurance
and Configuration Management activities;5.    Deliver Software, Documentation and User Support. Additionally, a test option is included for providing additional empirical data to include into THTk.See attached Statement of Work for additional details on the requirement.As part of your capability submittal, please provide responses to the following: 1.    Provide your experience on software development for NWE related projects similar to this effort;2.    Describe your experience with various software development methodologies; (waterfall, iterative, agile, etc.) and how they might apply to this effort; 3.    Summarize your approach to software risk management;4.    Explain your approach to software Validation & Verification;5.    Explain your Quality Assurance and Configuration Management processes;6.    What capability do you have to do software development in a classified setting? How might this influence your software development process?;7.    What is your experience with delivering training and training materials for a software product?;8.    If asked to release iterations of THTk, explain how your team would determine both the number and timing of each incremental and major software delivery?; 9.    Assuming an event-driven schedule, what criteria (milestone events, metrics, testing, etc.) would you typically consider before delivery of a major software increment?; 10.    What is your level of expertise in the following coding languages: Fortran, HTML, C, .NET, Python (can include additional languages that may be applicable to this effort)?; 11.    What is your team's experience with object oriented programing?;12.    What is your team's experience with applying code refactoring techniques to improve and clarify existing software code?;  13.    THTk contains source code written in several languages (Fortran, HTML, C#, C++, C, .NET, Visual Basic, etc.). Would your team be capable of translating the source code to one language while maintaining its overall functionality?  If not, what other techniques might you employ to maintain (or improve) the interoperability of code written in different languages?; 14.    What is your team's experience with using existing code to improve or expand the functionality of an existing software package?;15.    What is your team’s experience in modeling System Generated Electromagnetic Pulse (SGEMP) response of various satellite parts (at a minimum, address solar cells, electronics, cables, cavities, and antennas)?;16.    What is your team’s experience in modeling Single Event Effects (SEE) at the component level, up to the system level?;17.    Explain your familiarity with Above Ground Test (AGT) NWE Simulators (such as Double Eagle and Pithon)?;18.    Provide your experience with planning and executing NWE testing; 19.    Does your team have experience in detecting cybersecurity vulnerabilities imposed by a software installed on a secure network? Provide your experience with performing a security scan of software in an effort to identify and or eliminate these vulnerabilities;20.    How might you ensure a software package, such as THTk, is able to be integrated into larger software frameworks, such as the Nuclear Capabilities Services (NuCS)?Sources having the capability and/or concept to meet these requirements are invited to respond to this notice. Responses should be limited to a fifteen (15) page white paper in 12 point Times New Roman font for any given capabilities and/or concept, not including cover page, cover letter and table of contents. Any proprietary information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this Sources Sought Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted.Electronic responses are required and shall be submitted to Hanh Dinh, Contract Specialist, at hanh.t.dinh.civ@mail.mil and copy Daisy Chang, Contracting Officer, at daisy.m.chang.civ@mail.mil no later than November 13, 2020 at 5:00PM ET.All emails should include in the subject line the RFI number and the submittingorganization’s name.
