Solicitation SPE1C1-17-R-0084 will be issued with two separate and independent lots. Lots 0001 and 0002 will be Total Small Business Set-Asides using Commercial procedures (FAR Part 12). Lots 0001 and 0002 will consist of a 1-year Base Term and four 1-year Options.
Solicitation SPM1C1-17-R-0084 will be evaluated under Best Value Source Selection Procedures with the following evaluation factors: Product Demonstration Models and Past Performance Confidence Assessment.
Two Indefinite Delivery, Indefinite Quantity (IDIQ) Type Contracts are anticipated. The quantities for each lot are as follows:
Lot 0001 - Small Business Set-Aside (70% of the total requirement)

The items will be procured on a FOB destination basis. Delivery of tariff sizes will be made to Pendergrass, GA. Delivery of out of tariff sizes will be made to various recruit training centers.
Items to be manufactured in accordance with GL-PD-11-01 dated 11 March 2011.
Production Lead Time for tariff and out of tariff sizes is 120 days.

The Defense appropriations and authorization acts and other statutes (including what is commonly referred to as "The Berry Amendment" impose restrictions on the DoD's acquisition of foreign products and services. Generally, Clothing and Textile items (as defined in DFARS clause 252.225-7012) and "specialty metals" (as defined in DFARS clause 252.225-7014) must be grown, reprocessed, reused, melted or produced in the United States, its possessions or Puerto Rico, unless one of the DFARS 225.7002-2 exceptions applies.
