Washington County Behavioral Health Addictions program seeks to contract with a qualified provider to deliver the following services from June 1, 2024, through December 31, 2025, as follows:The contractor will operate a Washington County distribution program to increase community access to naloxone, a life-saving medicine for an opioid overdose. The contractor will be proactive in offering naloxone equitably to organizations serving people at high-risk of overdose. The contractor should have knowledge and preferred experience in either working with individuals who use substances, provision of substance use disorder treatment, community organizations, and/or naloxone administration and distribution.BackgroundOpioid and other substance use is riskier than it has been in the past. Oregon is experiencing a rise in opioid-related deaths because of the increase of fentanyl in the drug supply. This has created an urgent need for additional harm reduction supplies to organizations who serve
people who use substances. The High Intensity Drug Trafficking Areas (HIDTA) Program stated that although fentanyl has been common in our region since 2017, it increased significantly in availability and use in 2021. Counterfeit fentanyl has been identified as the greatest drug threat because it has led to more fatal and non-fatal overdoses and is expected to continue to increase this year. 44% of overdose deaths in Oregon occurred within the Tri-County area and 68% involved an opioid (CDC WONDER - 2021 data). Washington County was fifth in the state for the number of overdoses and second for fentanyl (State Medical Examiner - 2020 data). This program is one component of the Washington County Health and Human Service’s work to decrease the harms from substance use and is a continuation of a previous initiative to expand naloxone access in the community. In 2023, Care Oregon provided funding to increase access to harm reduction resources in the Tri-Counties. Washington County and Multnomah County signed an MOU in order for County staff to help facilitate the allocation of these supplies to County departments and community partners who serve people at high risk of opioid overdose.
