OK POWER GENERATION STATIONThe Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Alaska Power & Telephone’s application for Air Quality Control Minor Permit AQ0225MSS03 for the Tok Power Generation Station. Additionally, ADEC proposes to issue a significant revision to the Title V operating permit using the integrated review procedures described in 18 AAC 50.326(c)(1). ADEC intends to incorporate the minor permit into the Title V operating permit after EPA’s 45-day review, per 18 AAC 50.542(e).Applicant:      Alaska Power & Telephone, PO Box 3222 Port Townsend, WA 98368Location:       Mile 1314 of the Alaska Highway in Tok, AKActivity:         Alaska Power & Telephone’s application is classified under 18 AAC 50.508(6) to replace Emission Unit 8 with Emission Unit 8a and revise Owner Requested Limit.Emissions:     The increase
in potential annual emissions of regulated air contaminants at the facility are: 5.7 tons of particulate matter (PM-10), 0 tons of nitrogen oxides (NO
x), 9 tons of sulfur dioxide (SO
2), 36.8 tons of carbon monoxide (CO), and 6.8 tons of volatile organic compounds (VOC). The total potential emissions of regulated Air contaminants is 481 tons per year.ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for this project under AS 46.14 and 18 AAC 50.Available Information: Copies of the permit application, ADEC’s draft permit and technical analysis report (TAR) are available at ADEC Air Permits Program, 410 Willoughby Avenue, 2nd floor, Juneau, AK 99801-1795 and ADEC Air Permits Program, 555 Cordova Street, Anchorage, AK 99501.For inquiries and copies of documents, you may contact Dylan Morrison at the address listed above, or call (907) 465-5127.
