NOTICE: The National Cemetery Administration (NCA) Intends to Sole Source to a Service-Disabled Veteran Owned Small Business (SDVOSB) concern (The Old Breed Services LLC; SAM UEI #GG64AVZE68L9) for a sixty (60) day Grounds Maintenance Services contract for periods effective April 1, 2024 through June 30, 2024, classified under North American Industry Classification System (NAICS) code: 561730; Landscaping Services). This is a commercial services contract for the Danville National Cemetery. __________________________________________________________________ The Danville National Cemetery located at 721 Lee Street, Danville, VA 24541, has an immediate need for complete Grounds Maintenance services performed in a manner that will maintain healthy grass (turf), trees, shrubs, and plants and present a clean, neat, and professional appearance throughout and in accordance with national cemetery operational shrine standards. Services include but are not limited to: Turf fertilization,
pre/post-emergent crabgrass, granular, and broadleaf weed control (when applicable) Mowing services (including trimming, edging) Trash, floral, debris & leaf removal Headstone setting, headstone raise & realign, headstone bump & run & headstone cleaning Sodding of newly dug & refilled graves Grave Excavation & Backfilling of casketed and cremated remains. Cleaning Upright Headstones/Flat Markers Set & Align New-Initial and New Replacement Headstones Remove. Break-up, Dispose of Unusable Headstone & Flat Markers Repairing Sunken Graves Unloading of blank headstones Maintenance of all cemetery planting beds Deadwood pruning & removal of trees Interment & Grave Excavation Placement of Flags Storm clean-up as required. The agency intends for the work to commence on April 1, 2024. The proposed contract action is for sixty (60) days of services which the Government intends to solicit from only one source in accordance with Federal Acquisition Regulation (FAR) Part 6.302-1(Only one responsible source and no other supplies or services will satisfy agency requirements), and FAR 12.6 (Streamlined procedures for evaluation and solicitation for commercial items) and Veterans Administration Acquisition Regulations (VAAR) 819.7007(Sole Source Awards to a Verified Service-Disabled Veteran Owned Small Business). This is not a request for competitive solicitation responses but interested Offerors and responsible Service-Disabled Veteran Owned Small Businesses or Veteran Owned Small Business (SDVOSBs/VOSBs), may identify an interest and capability to respond to the requirement or submit a response to the solicitation. All solicitation responses must be received by Noon (Eastern) March 29, 2024, and will be considered by the Government. A determination by the Government not to compete this proposed contract based on response to this notice is solely within the discretion of the Government. Information received will be considered solely for determining whether to conduct a competitive procurement. Inquiries will only be accepted in writing by email at tene.becknell@va.gov. The solicitation document and incorporated provisions and clauses are those in effect through the most current Federal Acquisition Circular FAC).
