NOTICE OF INTENT TO DESIGNATE SOLE SOURCE/ONLY REASONABLE SOURCE The Purchasing Division is publishing this notice pursuant to the Broward County Procurement Code section, 21.25, Sole Source/Only Reasonable Source. The Purchasing Division intends to award a contract without competition if it is determined to be in the best interest of the County. This Request for Information (RFI)/ Notice of Intent to Designate Only One Reasonable Source is intended to ascertain whether the commodity and/or services specified below is currently available from multiple vendors. The following commodity and/or services are thought to be available from only a single vendor. This RFI/Notice of Intent to Designate Only One Reasonable Source will remain posted until the due date and time indicated. Vendors should submit their response electronically through Periscope S2G. Broward County Transportation (BCT) Department is requesting sole source/only reasonable source approval for a Consultant to provide a

review of technical and cost aspects of an updated tunnel alternative for passenger rail to cross the New River. This work effectively represents a continuation of work previously performed, as the responsible engineer reviewing a similar previous tunnel alternative as part of the Joint Broward County-City of Fort Lauderdale study on New River Crossing alternatives. THIS IS NOT A REQUEST FOR PRICING OR A COMMITMENT TO PURCHASE. Quantity or Term: 180 days Using Agency: Broward County Transportation (BCT) Department Intended Sole Source/Reasonable Source: Jacobs Engineering Group, Inc. (Jacobs) Justification for Sole Source Acquisition: Jacobs was responsible for reviewing previous tunnel alternatives proposed for passenger rail crossing of New River and has acquired unique knowledge of the project context which will allow them to undertake present work with significant time and cost savings. Questions and Answers: The County provided as specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarifications inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Submittal Instructions: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G. Refer to the Purchasing Division website or contact Periscope S2G for submittal instructions. It is the Vendor's sole responsibility to assure its response is submitted and received through Periscope S2G by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encourage to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, immediately notify the Purchasing Agent and then contact Periscope S2G for technical assistance. DETERMINATION OF OTHER INTERESTED VENDORS The intent of this notice is to determine if there are any other interested and qualified vendors that meet the specifications of this notice. Any such vendor must submit the following information: 1. The name of the interested party; and 2. A detailed explanation consisting of any or all documentation showing that there are other competing sources for the identified goods or services herein. If you are capable of meeting or exceeding the specification requirements for this product or equal, respond to this RFI/Notice of Intent to Designate Sole Source through Periscope S2G. Provide product literature for any product to assist in determining if commodities or services are comparable. Broward County will be the sole determinate of what is comparable. Prospective Vendors are requested to provide information regarding their ability to supply the commodities or services described or written explanation or other documentation contesting the proposed designation as a Sole Source. Regardless of any prior communications with the Division of Purchasing, all vendors interested in responding to this notice must submit a response to this posting containing complete responses to all of the information requested above. If after the public notice period, the Division of Purchasing determines that there are other interested and qualified vendors that meet the specifications of this notice, the Division of Purchasing will not award a contract pursuant to this notice. If after the public notice no valid submission have been received, Broward County, or designee, may award a contract to the identified vendor without competition. Please read the entire form very carefully before responding to this notice. THE DIRECTOR OF PURCHASING SHALL CONSIDER SUCH SUBMITTALS AND NOTIFY ALL SUBMITTING VENDORS OF THE DECISION WHETHER TO DESIGNATE A SOLE SOURCE, ONLY REASONABLE SOURCE OR SOLE BRAND, WHICH DECISION SHALL NOT BE SUBJECT TO OBJECTION, PROTEST OR APPEAL UNDER THE BROWARD COUNT PROCUREMENT CODE.
