Project # SFHWY00433 The Alaska Department of Transportation and Public Facilities (DOT&PF) is proposing to make Americans with Disabilities Act (ADA) improvements to Rezanof Drive in Kodiak, Alaska. The 2017 ADA Audit identified Segment 5 of Rezanof Drive as one of the least accessible, high-pedestrian traffic routes in the Southcoast Region. The purpose of this project is to provide a continuous accessible route along the north side of Rezanof Drive between Marine Way and Benny Benson Drive. Currently, this 1.9 mile stretch of Rezanof Drive includes narrow sidewalk widths, excessive cross slopes, and numerous non-ADA compliant curb ramps. The proposed project would make ADA improvements to: • Sidewalks • Curb ramps • Driveways • Street crossings The proposed project does not involve a regulatory floodway but will necessitate encroachments to the unmapped floodplain. The encroachments are anticipated to be minor, with no net changes to the base flood elevation, thus they are not
likely to result in significant encroachments. Additionally, no longitudinal encroachments are anticipated. There may be temporary delays or detours to pedestrian and traffic during construction of the project. Once a potential construction schedule is developed, DOT&PF will provide additional public notice for potential delays or detours. Construction is projected to begin in stages starting in 2026, continuing in 2027. The environmental review, consultation, and other actions required by applicable Federal environmental laws for this project are being, or have been, carried out by DOT&PF pursuant to 23 U.S.C. 327 and a Memorandum of Understanding dated April 13, 2023, and executed by FHWA and DOT&PF. Development of this proposed project would follow a process required by the National Environmental Policy Act (NEPA). Based on project location and scope of work, the environmental document is anticipated to be a categorical exclusion (CE). Possible affected resources include wetlands, waters of the U.S., essential fish habitat, eagles, threatened and endangered species, Section 4(f) properties, contaminated sites, invasive plants, and cultural or historic properties. The proposed project would comply with all applicable authorities including: • EO-11988 (Floodplain Management) • EO-12898 (Environmental Justice) • EO-13112 (Invasive Species) • EO-13186 (Responsibilities of Federal Agencies to Protect Migratory Birds) • Americans with Disabilities Act • Anadromous Fish Conservation Act • Archaeological Resources Protection Act • Bald and Golden Eagle Protection Act • Clean Air and Clean Water Acts • Endangered Species Act • Magnuson-Stevens Fishery Conservation Management Act • Migratory Bird Treaty Act • National Historic Preservation Act – Section 106 • Section 4(f) of the U.S. Department of Transportation Act • U.S. Fish and Wildlife Coordination Act DOT&PF is soliciting comments on the proposed project.
