Public Notice – Notice of Invitation to BidSusquehanna Area Regional Airport Authority (SARAA) shall receive bids via PennBid for the bidding of Harrisburg International Airport (MDT) Upgrade Baggage Handling Controls SYSTEM, Phase II until 2:00 PM on Wednesday, September 28, 2022, at which time they shall be opened online and publicly posted via PennBid. The Authority will consider bids at their October 26, 2022, board meeting beginning at 8 a.m. in the McIntosh Board Room at the address below. All documents and solicitation details are available at no cost on PennBid – www.pennbid.net. The work site is located at Harrisburg International Airport, in Middletown, Pennsylvania. Contractor shall complete all work as specified or indicated in the Contract Documents. The work generally consists of upgrading the existing baggage handling system controls from ControlNet/DeviceNet to EtherNet/IP platform, and includes but
is not limited too: All existing drives, excluding ones with magnetic staters, will be replaced with IE5/PMM (Permanent Magnet Motors) solutionsConveyor drive sections that use DeviceNet enabled VFDs, Photocells and control stations that are installed throughout the BHS will be replaced by new EtherNet/IP compatible devicesAll communication modules that use ControlNet/DeviceNet protocol will be replaced by EtherNet/IP onesBHS equipment such as vertical sort unit (VSU), Motor control panels (MCP) and screening EDS machines will have their communication adaptors replaced to be interfaced to the new EtherNet/IP networkExisting upper-level server and computers will be upgraded to include additional reporting and graphics functionality to meet the latest PGDS V7 requirementsThe BHS layout will remain as is with the exception of last three belts on the threat containment unit (TCU) that will be demolished and replaced by gravity roller bed.No Bidder may withdraw his bid within 60 days after the actual date of the opening thereof unless award is delayed due to the required approval of another government agency, the sale of bonds, or the award of grant or grants; in which case, bids shall be irrevocable for one hundred twenty (120) calendar days in compliance with Act 317 of 1978 approved November 26, 1978. Each bid must be accompanied by a Bid Security in the amount of ten percent (10%) of the base bid in accordance with the Instructions to Bidders. The successful Bidder will be required to furnish a Performance Bond and a Payment Bond each in the full amount of the Contract Price.
