BidSync is now known as Periscope S2G, Supplier-To-Government for vendors. Any reference to BidSync in this solicitation shall refer to Periscope S2G, Supplier-To-Government. Vendors are responsible for obtaining all addenda related to this solicitation. Pre-Bid Conference: Attendance at the pre-bid conference is optional. This information session presents an opportunity for vendors to clarify any questions regarding the bid requirements. The vendor is cautioned that, although the pre-bid conference is optional, no modification or any changes will be allowed because of the failure of the vendor(s) to have attended the conference. Scope of Work: Scope includes, but is not limited to, the furnishing of all labor, materials, equipment, services, and incidentals for the provision of a hosted software subscription from the original software licensor or an authorized

distributor, implementation, and support and maintenance for an industry leading Electronic Health Record solution for Broward Addiction Recovery Division ("BARD), referred to as "BARD EHR Solution", that steers processes, services, and operations in a manner that enhances quality and efficiency, rather than replicating current processes. The goal is to acquire a solution that promotes industry standard best practices to support contract critical business functions, including administration, clinical treatment, case management, assessments, care plans, client portal, and billing in support of case management, outpatient, residential and detox programs. The proposed BARD EHR Solution should be a Software as a Service (SaaS) or Cloud solution delivered over the internet. SOC2 Type II or HITRUST i1 (or Above) Report Requirement: Proposers must be able to produce and provide County with a SOC2 Type II or HITRUST i1 (or above) report with their solicitation response. Goal Participation: This solicitation is open to the general marketplace. Refer to Office of Economic and Small Business Development Procurement Preferences for Broward County Small Business Enterprises and County Business Enterprises section for additional information. Ownership Disclosure: Broward County is collecting entity ownership information for Vendors. This is for informational purposes only and the data will be used for Broward County’s research on possible contracting opportunity disparities. The forms will be maintained separately from all other records of this solicitation and will be accessible only by authorized personnel. The information provided will not be used in determining whether the Vendor will receive a contract award. Submit the form only through the link provided below. Do not submit the form as part of Vendor’s response in Periscope S2G. Link for form submittal: Ownership Disclosure Form In accordance with Section 287.05701, Florida Statutes, the County may not request documentation or consider a vendor's social, political, or ideological interests when determining if the vendor is a responsible vendor or give preference to a vendor based on the vendor's social, political, or ideological interests. Questions and Answers: The County provides a specified time for Vendors to ask questions and seek clarification regarding the requirements of the solicitation. All questions or clarification inquiries must be submitted through Periscope S2G by the date and time referenced in the solicitation document (including any addenda). The County will respond to all questions via Periscope S2G. Submittals: Vendor MUST submit its solicitation response electronically and MUST confirm its submittal in order for the County to receive a valid response through Periscope S2G. Refer to the Purchasing Division website or contact Periscope S2G for submittal instructions. It is the Vendor’s sole responsibility to assure its response is submitted and received through Periscope S2G by the date and time specified in the solicitation. The County will not consider solicitation responses received by other means. Vendors are encouraged to submit their responses in advance of the due date and time specified in the solicitation document. In the event that the Vendor is having difficulty submitting the solicitation document through Periscope S2G, immediately notify the Purchasing Agent and then contact Periscope S2G for technical assistance. Added on Apr 3, 2024:The Functionality Checklist has been replaced with a revised version which shows a deletion by the use of a strikeout for the following item: "Desired Functionality, Item B.7 - Outpatient - Ability to interface with WITS Portal". For vendors who may have submitted this document already, there is no need to re-upload a revised version. If a response was marked in this specific line, it will simply be disregarded. Addendum Acknowledgement will be sent to vendors to inform of this change. Added on Apr 12, 2024:Question 9, Response number 9 in the Questions and Answers section of this solicitation asks the question “For Pricing purposes, can you please provide the following information: Are you an FQHC?” The answer of "Yes" was posted on March 20th. However, the using agency has just specified today (on April 12 th) that this response should have posted as a "No". An Addendum is being issued to alert vendors to this correction to Question 9 from the Questions and Answers of this solicitation, and the solicitation end date will be extended to end on Thursday 4/18 at 2pm to allow vendors time to accept the Addendum and make any adjustments/corrections to their submittal (if needed). Additional Addendum Acceptance/Submittal time will not be extended beyond the April 18 th and 2pm EST date/time. The Solicitation Date is being changed from 4/12/24 at 2pm to 4/18/24 at 2pm (EST). The Questions and Answers Period is being changed from 4/10/24 at 2pm to 4/16/24 at 2pm (EST). Description :-
