Christian County invites qualified office supply vendors to submit responses for the ITB #2023-0022 General Carpentry & Electrical Services in accordance with the requirements stated herein. PROJECT GOAL: The county wishes to contract with a qualified vendor for general carpentry and electrical services on an "as needed" basis. BACKGROUND: Christian County Missouri government currently uses Hambey Construction for their general carpentry services. The county pays by check or commercial payment (which includes a small fee). LOWEST PRICES AVAILABLE TO STATE AND LOCAL GOVERNMENTS: The vendor must provide the lowest price available to state and local governments. If a cooperative or state of Missouri contract is being used to provide the pricing please indicate the cooperative and contract number. Note: Christian County does not belong to all cooperatives. FIRM FIXED PRICING EACH YEAR: We anticipate this contract will be a firm fixed contract for one calendar year from the start of the
contract with options to renew for four (4) additional one-year periods. Agreements signed by Christian County must be signed by at least a majority of the members of the County Commission. Agreements must be attested by the County Clerk and approved to form by the County Counselor. In addition, the County Auditor must certify that there is an unencumbered balance available to pay the contract cost. EVALUATION CRITERIA: 70% COST 30% NON COST RESPONSE: This includes but is not limited to RFP requirements, Firm Qualifications, and references. Note: A poor reference may be reason for disqualification. The evaluation committee will be made up of Christian County employees. RENEWALS: Under the Attribute tab, renewal percentages will be requested for years 2-5. Maximum percentage renewal means that your company will not exceed that percentage. For example, for renewal 1 (year 2) if you state that your maximum percentage increase, per category, will not exceed 10%, this means that you will not go over 10% of any given category. It does not mean you have to increase by 10%, but you can go up to 10% each year. Justification for increase is always requested. MINIMUM AND MAXIMUM: There are no minimum or maximum quantities guaranteed for this contract. AWARD: The contract will begin December 20, 2023 through December 19, 2024. Note: Christian County reserves the right to make a single or multiple awards for this solicitation. All contracts by the county are nonexclusive contracts. QUOTES: After contracts have been executed and when there is a specific job for the county, the county will request a written quote. Should the county accept the written quote, a purchase order will be requested with a not-to-exceed amount. QUESTIONS: Questions should be submitted online through the Christian County Electronic Bidding portal before 10:00 a.m. October 24, 2023. SUBMITTAL: Christian County submittal must be by the Christian County online bidding portal. No other submissions will be accepted. You must sign up as a vendor at: Christian County Vendor Registration IDEMNIFICATION: Indemnity Agreement: To the fullest extent permitted by law, Contractor shall indemnify, hold harmless and defend the County, its directors, officers, agents, and employees from and against all claims, damages, losses and expenses (including but not limited to attorney’s fees) arising by reason of any act or failure to act, negligent or otherwise, of Contractor, of any subcontractor (meaning anyone, including but not limited to consultants having a contract with contractor or a subcontract for part of the services), of anyone directly or indirectly employed by contractor or by any subcontractor, or of anyone for whose acts the contractor or its subcontractor may be liable, in connection with providing these services. This provision does not, however, require contractor to indemnify, hold harmless, or defend the County of Christian from its own negligence. TERMS AND CONDITIONS: VIEW UNDER ATTACHMENTS. HISTORY: Christian County is a first-class county without a charter form of government. The governing body of Christian County is the County Commission.
