NOTICE OF THE INTENT TO SOLE SOURCE TO THE AULSON COMPANY, 49 DANTON DRIVE, METHUEN, MA 01844, UNITED STATES. Response Due Date: February 17, 2023, by 10:00AM (EST) NOTICE OF THE INTENT TO SOLE SOURCE SYNOPSIS Network Contract Office 1, Procurement Office East on behalf of The Department of Veterans Affairs, Manchester VA Medical Center located at 718 Smyth Road, Manchester, NH 03104-7007 intends to award a firm-fixed contract with no options to THE AULSON COMPANY to provide emergency troubleshooting, repair, and mitigation of water system failure. This is an emergency response to an unexpected facility-wide water outage and mitigation to prevent recurrence. The proposed procurement is for services/product for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. 41 U.S.C. 3304(a)(1). The North American Industry, Classification
System code (NAICS) for this requirement is 562910. All responsible sources that feel they should be considered qualified to provide the above-mentioned products may submit a response to this notice (by the response due date shown above) to Divianna.Mathurin@va.gov. The information provided shall include detailed (and relevant) documentation to allow the government to perform adequate market research and make a proper determination. A determination by the government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Project 608-23-107 Emergency Water Outage Response Scope of Work Provide emergency response assistance for an unexpected water outage at the Manchester VA Medical Center. Task 1: Provide personnel to assist with troubleshooting, water valve vault confined space entry, heater set-up and operation, altitude valve adjustment, and valve and pressure troubleshooting. Task 2: Provide temporary heat for Building 15, Community Living Center. Task 3: Provide heat for water valve vaults. Task 4: Provide three portable toilets, one being handicapped accessible. Task 5: Provide an emergency alternative water connection for the boiler plant. The intent of the connection is to be able to connect a hose run to the water tower or to a water supply tanker truck. The connection shall be on the exterior of Building 7 and be able to accept 2 , 2 Â1⁄2 , and 3 hose connections. Provide signage for the connection to differentiate it from the emergency sprinkler system connection. Part A: Tie in to an existing plug where the water line enters the building. This is a temporary connection point that can be completed quickly for immediate use. Part B: Convert the water connection installed in Part A to feed the boiler system only, instead of the entire building. Install a backflow preventer to keep emergency boiler water, which may not be potable, from entering the building s potable water system. Task 6: Heat trace all pipe in Building 8, the 4 city connection water vault on the far west end of the campus. Install two heat trace systems for redundancy. This will require a new electrical connection. Assume a new conduit will be run underground from Building 2. Task 7: Heat trace all pipe in the valve vault under the water tower. Install two heat trace systems for redundancy. Power is available at one of the water towers legs. All work to be completed in accordance with all local, state, and federal regulations, including OHSA and NFPA. Period of performance is 60 days.
