The Alaska Department of Environmental Conservation (ADEC) has made a preliminary decision to approve Hilcorp Alaska, LLC’s application for Air Quality Control Operating Permit No. AQ1201TVP02 for the Point Thomson Production Facility, under Alaska Statutes 46.14 and regulation 18 AAC 50. Applicant: Hilcorp Alaska, LLC P.O. Box 196601 Anchorage, Alaska 99519 Location: Latitude: 70.172o North; Longitude: 146.256o West Application: The owner submitted a Title V renewal application on August 13, 2021. Activity: The Point Thomson Production Facility is jointly owned by Hilcorp North Slope, LLC (HNS) and ExxonMobil Alaska Production Inc. (EMAP). The stationary source is operated by Hilcorp Alaska, LLC (HAK), which is also the Permittee for this stationary source’s air quality control operation permit. The facility is permitted as a gas cycling operation to process approximately 200 million standard cubic feet-per-day of gas in order to recover approximately 10,000 barrels-per-day of
hydrocarbon condensate. The recovered hydrocarbon condensate product is sent to market via pipeline. The collected gas is used as fuel gas in the combustion turbines and the unburned fuel gas is re-injected in the field reservoir. Equipment permitted at the Point Thomson Production Facility includes one hot oil unit heater, one used oil-fired heater, two fuel gas-fired combustion turbines, two dual fuel-fired combustion turbines, one waste incinerator, two flares, 14 heaters, two stationary fire water pump engines, six stationary generator engines, and 38 nonroad engines. Emissions: The potential annual emissions of regulated air pollutants at the stationary source will not exceed: 245.5 tons of Nitrogen Oxides, 243.3 tons of Carbon Monoxide, 19.4 tons of Particulate Matter, 32.2 tons of Sulfur Dioxide, 187.7 tons of Volatile Organic Compounds, and 5.6 tons of Hazardous Air Pollutants (HAP), with highest individual HAP (Hydrochloric acid) estimated at 3.50 tons. The potential annual emissions for Greenhouse Gases are estimated at 217,835.8 tons of carbon dioxide equivalent emissions. The total annual potential emissions of regulated air pollutants, other than greenhouse gases, are 728.2 tons. ADEC Preliminary Review: Based on review of the application, ADEC drafted a preliminary permit decision for the Point Thomson Production Facility under AS 46.14 and 18 AAC 50.
