Naval Air Systems Command (NAVAIR) intends to award a sole source Firm-Fixed-Price (FFP) Delivery Order (DO) under Basic Ordering Agreement (BOA) N00019-15-G-0003 to Raytheon Missile Systems Company (RMS) to procure High-Speed Anti-Radiation Missile (HARM) parts for sustainment and repairs. The parts to be procured and estimated quantities are as follows: a quantity of 175 each Integrated Receiver Modules (IRMs) (P/N 704AS9784-2, NSN 5841-01-287-9610) and 175 Surface Wave Devices (SWDs), Matched Set (P/N 704AS8634, NSN 5915-01-258-2164). The anticipated award date is September 2019.The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. As the sole designer, developer and manufacturer of the HARM missile, Raytheon is the only source that currently possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and technical data required to perform these efforts. No other source has the technical qualification and necessary resources to perform the work described herein, nor will any other supplies or services satisfy the Government's requirements. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.
