Broad Agency Announcement (BAA) for Naval Facilities Energy Ashore

This announcement constitutes a Broad Agency Announcement (BAA) for the Naval Facilities Engineering and Expeditionary Warfare Center (NAVFAC EXWC) under FAR 6.102(d) (2) and 35.106.  This announcement is open until 27 February 2023.FAR Part 35 restricts the use of Broad Agency Announcements (BAAs), such as this, to the acquisition of basic and applied research and that portion of advance technology development not related to the development of a specific system or hardware procurement.  Contracts made under BAAs are for scientific study and experimentation directed towards advancing the state of the art and increasing knowledge or understanding.This announcement seeks certain technologies and methodologies to increase energy efficiency, reliability, and resilience; reduce facility related emissions or sustainment costs; and improve ability of the Department of the Navy (DON) to meet operational and readiness requirements. To be eligible for consideration and possible contract award,

the technology or methodology shall be in advanced component development and prototypes (budget activity 6.4) in accordance with DFARS 235.016 (a)(iv), and shall address one of the following topic areas.Topic No. 1:  Natural Gas Related Facilities TechnologyDevelopment related but not limited to increasing energy efficiency by adopting natural gas consuming technologies or augmenting/replacing natural gas sources.Topic No. 2:  Zero Emission Vehicle (ZEV) TechnologyDevelopment related but not limited to electric vehicle (EV) charging, energy demand management, battery diagnostics, and software tools for optimizing the economics of various applications; development related but not limited to hydrogen fuel cell vehicle (FCV) fueling, station hydrogen production, hydrogen storage, and software tools for optimizing the economics of various applications in selection within and between EV and FCV categories.Topic No. 3:  Sequestration of Carbon Dioxide Produced from Energy SystemsDevelopment related but not limited to construction materials, novel structures, chemical commodities or inclusion into plants.ABSTRACT SUBMITTALS TO THIS BAA CAN BE MADE USING THE ABSTRACT FORM ATTACHED TO THIS ANNOUNCMENT. Complete the form and email to NAVFAC EXWC Technical Point of Contact, Peter Ly:  peter.p.ly.civ@us.navy.mil .  Each form shall address only one technology or methodology and one topic. Separate forms may be submitted for each additional topic or additional technology or methodology. The abstract shall concisely describe the technology or methodology and shall be evaluated according to the CRITERIA stated in this announcement.  No additional data may be submitted for this BAA.  If additional data is submitted, it will be discarded. Abstracts will be evaluated on their own merits and will not be evaluated against each other.  A Government Technical Evaluation Board (TEB) will evaluate the abstracts to this BAA.  The NAVFAC contracting officer will request firms to submit a full proposal for abstracts that both meets all the evaluation criteria and has the best evaluated potential benefit to the Navy. Additional guidance will be provided at that time, regarding cost and pricing submittals in addition to a more comprehensive technical submission.The abstracts will be evaluated based on the following CRITERIA (listed in descending order of importance):  1. The scientific/technical merits and objectives of the abstract.  2. The contractor's capabilities related experience, techniques, or unique combination of these that are integral factors in achieving the contractor's proposed objectives.  3. The qualifications, capabilities, and experience of the principal investigator, team leader, or key personnel who are critical in achieving the objectives of the abstract.  4. The cost relative to the proposed scientific/technical approach.  Once accepted into the program, the abstract will be shared with appropriate DoD personnel for consideration.  Abstracts having a technology or methodology applicable to a specific environmental need may be asked to contract for a field application.  NOTE:  An eligible abstract does not guarantee a contract.  Multiple contracts may result. CRITICAL NOTES:An Offeror is required to register with the system for award management (SAM). No contract award will be made to any offeror that is not registered. Registration may take up to three weeks. Request for a solicitation package will not be acknowledged. Those interested in participating in the BAA program must follow the instructions to submit an abstract using the abstract form provided. Contractor formats are acceptable, but must contain the same information as the abstract form.There is no commitment by the Navy either to make any contract awards or to be responsible for any money expended by the contractor before a contract award.As no funding for contracts has been reserved in advance, NAVFAC EXWC may be sharing qualified abstract with other Federal Government activities to seek sites and funding. Technical and cost proposals submitted under BAA will be protected from unauthorized disclosure in accordance with FAR 3.104-4 and 15.207. The cognizant Program Office and other Government scientific experts will perform the evaluation of technical abstracts.Eligibility notification will be sent to all interested parties, after the Navy’s TEB has reviewed all abstracts submitted by the specified response date.Awarded contracts containing scopes of work that requires construction may require payment or performance bonds in accordance with FAR 52.228-15. If a full proposal is requested, the instructions will clarify the separation of construction cost from other research costs.Responders are advised not to include Personally Identifiable Information (PII). Do not call the Contracting Office for verification, as the abstract is not received or reviewed by the Contracting Office.The Navy manages base access through the Defense Biometric Information System (DBIDS). All personnel required to access a military installation to perform proposed work are required to register and utilize DBIDS, which includes a basic background check.FAR 16.301.3(a) states that a cost-reimbursement contract may be used only when the contractor's accounting system is adequate for determining costs applicable to the contract. It also requires Government surveillance during performance to provide reasonable assurance that efficient methods and effective cost controls are used. A cost reimbursement contract will not usually be awarded until a determination can be made that the contractor's accounting system is adequate. An operable accounting system that is under general ledger control is of paramount importance when performing Government cost-reimbursement contracts. If assistance is needed in determining the cognizant DCAA office, contractors may call DCAA Headquarters at (703) 767-3274. If the DCAA auditor finds an accounting system unacceptable, the auditor will promptly notify the contractor of the deficiencies and may identify recommendations for correcting the deficiencies. However, DCAA will not develop the new system, as this is the contractor's responsibility. A new company may benefit by employing personnel or consultants who understand rules and regulations applicable to accounting for costs incurred on Government contracts in developing their contract cost accounting system. Vouchers for provisional payments under cost-reimbursement contracts are rather complicated and final payment may not be made for a year or more after completion of the contract. Final indirect rates must be proposed and negotiated prior to final payment. Within 120 days after settlement of the final indirect cost rates covering the year in which the contract is completed, the contractor must submit a completion voucher to reflect the settlement amount and rates (FAR 52.216-7(d)(5)).Abstract submissions shall be no more than five (5) pages of technical material, and shall be presented on Standard 8.5x11 inch paper, one-inch margins, using 12-point Times New Roman font. Each page shall be sequentially numbered and identified with the name of the offeror and the BAA Notice ID Number. The abstract may be supplemented by resumes and list of publications relevant to this announcement and will not be counted against the 5-page limit. However, the referenced material may not receive any consideration due to limited resources so it is recommended that critical excerpts be included within the five (5) page limit.
