This award was processed pursuant to the Partnership Agreement between the U.S. Small Business Administration and the Department of Defense in accordance with DFAR 219.800 and PGI 219.804.  This requirement was awarded as an 8(a) sole source procurement under FAR 19.804-2, FAR 19.805-1(b)(2), and 13 CFR 124.506(a)(4).
