This is the only time scheduled for a site visit.Proposal documents are to be obtained from the City's e-Procurement Portal. Offerors shall create a FREE account with OpenGov Procurement by signing up at https://procurement.opengov.com/signup. Once account registration has been completed, browse back to https://procurement.opengov.com/portal/cityblm, click on "Submit Response", and follow the instructions to submit the electronic proposal. Only Offerors following the project, with an active account, are eligible for the contract award.The City of Bloomington reserves the right to reject any and all proposals and to waive technicalities.
