Pre-Solicitation Notice for the notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs, VA Puget Sound Healthcare System intends to negotiate a sole source contract for a one (1) year base period to include three option years with Janelle Taylor, PhD, to obtain expert research services including providing content and methodological expertise in ethnographic research methods, health systems implementation, and advanced chronic kidney disease in support of the ongoing VA Merit funded research project entitled, Home-based Conservative Care Model for Advanced Kidney Disease. Dr. Taylor is an expert medical anthropologist and health services researcher in chronic illness and end-of-life care with over twenty years of experience and multiple publications in her field. Dr. Taylor has specific content expertise on the end-of-life care among Veterans with kidney disease and the unique subgroup of patients who forgo dialysis treatment

for more conservative treatment approaches. Dr. Taylor consulted with the VA research team on the research proposal, and the approved research program protocol requires the continuation of Dr. Taylor s expert services. Janelle Taylor is the only known vendor that can provide the specialized research services required. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contract Opportunities. The applicable NAICS code is 541715 with a 1,000 employees size standard. The PSC is AN11. The authority for this action is FAR 6.302-1 Only One Responsible Source and no other supplies or services will satisfy agency requirements. This is a notice of intent and is not a request for competitive quotes. However, any responsible source who can provide an equivalent service with the features described above, may submit a capability statement to the contracting office no later than Thursday, March 28, 2024, 9:00 AM, EDT. A determination not to compete the proposed requirement based upon the responses to this notice is solely within the discretion of the Government.
