Improvement District (“TUID”) is a political subdivision and operates as an improvement district in accordance with Title 17B, Chapter 2a, Part 4 of the Utah Code and a local district in accordance with Title 17B, Chapter 1 of the Utah Code. TUID is responsible for operating and maintaining the power, water, sewer and solid waste systems of the unincorporated town site of Ticaboo, Utah. TUID serves approximately 70 customers, and one large commercial operation, which provides tourism related service including a hotel. The commercial operation uses about two thirds of all generated power. Total annual revenue for TUID is currently only $500,000 for all utilities and is barely enough to cover day-to-day operations. TUID runs exclusively on diesel generated power and is not connected to the grid and therefore cannot buy power from other sources. TUID operates a water tank, supplied by two water pumps which run on solar power and sewer lagoon, just outside of town. Solid waste gets hauled to a nearby landfill operated by Garfield County, UT. Who May Respond The Proposer must be a consulting or engineering firm that is experienced in conducting comprehensive power, water, sewer and solid waste utility rate studies. All responses must be uploaded to U3P by the closing date. Objective The objective of this Request for Proposal (RFP) is to receive proposals for a comprehensive utility rate study from qualified and experienced firms, to provide assistance in power, water, sewer and solid waste utility rate assessments, evaluate existing rates and fees, provide recommendations, and develop a rate structure that provides adequate revenues necessary to fund utility operations, while being fair and equitable to the public.
