Duties and Responsibilities: The Special Programs Manager (SPM) will serve as a subject matter expert and advisor on various foreign military sales, public security, emergency management, infrastructure protection, counterterrorism, and capacity-building projects. Responsibilities include: Identifying strategies for joint training and advisory programs. Coordinating efforts between U.S. and Saudi counterparts and potential implementing agencies. Ensuring contractors and implementing agencies fulfill their commitments. Serving as the primary interagency liaison between PTC and U.S. partners. Preparing draft agreements and supporting documents. Perform other duties as assigned. Knowledge Required by the Position: The ideal candidate should possess a bachelor’s degree and at least 10 years of experience in federal law enforcement or public safety departments, with expertise in areas such as law enforcement, counterterrorism, fire/rescue, military special operations, FMS case management, or emergency management services. In lieu of a bachelor’s degree, an additional ten years of relevant experience will be considered. Additionally, candidates should demonstrate: Awareness of training and curriculum development processes. Understanding of Foreign Military Sales cases and procedures. Proficiency in management and organizational principles. Excellent written and oral communication skills. Knowledge of federal, state, and local law enforcement and public security agencies. Position Requirements: Applicants must: Understand U.S. Department of State security regulations. Be a U.S. Citizen. Have the ability to obtain and maintain a Secret clearance. Be able to obtain and maintain a Department of State issued Medical Clearance. Demonstrate proficiency in English communication, both written and oral. Show experience in data visualization and management. Computer proficiency in Microsoft Office applications is required - at a minimum in Excel, Power Point, and Word applications. Exhibit the ability to work effectively in an intercultural team environment to support national security objectives. One year of specialized experience equivalent to an FS-03 equivalent, with demonstrated knowledge of the methods and procedures for providing or performing a variety of functions and services applicable to the position to be filled. Qualifying specialized experience should demonstrate one or more of the following: Extensive experience working with a range of public security concepts, programs, and practices needed to advise decision-makers on and to design and plan for program requirements. The SPM must exercise independent initiative and is fully responsible for the actual planning and carrying out of assignments of the SPM team; resolving linguistic or other problems as they arise; coordinating the work with others as necessary; quality assurance for the SPM team; representing the SPM team in senior leadership meetings; and interpreting policy at his/her own initiative in terms of established objectives, with guidance from the Supervisory Special Programs Manager. Work in some cases is considered definitive and subject to only cursory review, when fully successful. The key exception is in the finalization of international agreements, where the SPM reviews project team recommendations with the Supervisory Special Programs Manager before additional action is taken.
