This is not a request for proposals, quotations, or bids. No solicitation is currently available. No SF 330 form is required at this time. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow-up information requests. Any information submitted by interested parties is strictly voluntary and no monetary compensation will be provided for response preparation or follow up requests.The purpose of this sources sought synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small
Business Community: Small Business, 8(a) Small Business Development Program, Historically Underutilized Business Zones (HUB-Zone), Women Owned Small Business (WOSB), or Service-Disabled Veteran-Owned Small Business (SDVOSB). The Government must ensure there is adequate competition among the potential pool of responsible firms. Small business, 8(a) Small Business Development Program, HUBZone, and SDVOSB businesses are highly encouraged to participate.The U.S. Army Corps of Engineers, Galveston District, is seeking information regarding the capability and availability of qualified contractors to furnish all services, labor, equipment, supplies, tools and incidentals necessary to provide project communication support services for the Sabine Pass to Galveston Bay (S2G) Coastal Storm Risk Management (CSRM) Program for the projects in Freeport and Vicinity, TX, Port Arthur, TX and Orange County, TX.Capabilities needed to support the requirement includes experience in updating key messaging, communications materials, fact sheets, flipcharts, brochures, graphic/visual support products, 3-D visualization, project videos, website content updating and maintenance support, storymaps support, stakeholder sessions, public events, public inquiry documentation and response support. Development, implementation, and updates to a Social Media Plan, by developing social media content including images and graphics, and plan and track social media analytics reporting and coordination. The Contractor shall have knowledge and experience in developing communication products and facilitating meetings and events on topics associated with coastal storm risk management. Working in direct support of Federal or local government agencies or private entities on topics relevant to coastal storm risk management, levee safety, public infrastructure, and construction. Extensive experience planning and implementing meetings; documenting decisions and meeting outcomes; developing communication products relevant to interagency and general public audiences; and creating technically correct and high-quality professional products.The Government is requesting information from interested and capable sources for the purpose of identifying sources that can meet the Government's requirement and help determine how to issue the solicitation. The information provided must contain enough detail to demonstrate ability to meet the Government's requirement as described in the Project Information listed below. It is the intent of the Government to solicit and award as a firm fixed priced contract and will be procured in accordance with the FAR, DFARS, AFARS, and USACE Acquisition Instructions. The anticipated performance period for this contract is two years with two 2-year options from date of award. The responses are for informational purposes only and do not obligate the Government or Contractor in any way.All interested firms with 541820 - Public Relations Agencies as an approved NAICs code have until 4 April 2024 at 2:00 PM CST to submit the following information:- Name & Address of your Firm- Point of Contact (Name/Phone/E-mail)- Current UEI and CAGE Code- Business Size, to include designation as HUBZone, 8(a), Service-Disabled Veteran Owned Small Business, Small Disadvantaged Business, Woman-Owned Business, and Large Business. Any supporting documentation that confirms your socio-economic status should be provided, i.e., letter of certification from VA confirming SDVOSB status. The Government must be able to verify SBA certification of HubZone and 8(a) via SAM.Minimum capabilities required include:a. Specialized experience (within the past two years) and technical competence of the firm and its staff in performing outreach tasks related to civil works projects to include:(1) developing and updating and maintaining project informational websites and media data including digital and electronic Key Messages, Frequently Asked Questions (FAQs), Talking Points, Response to Query, Fact Sheets, brochures etc.(2) Experience in developing, maintaining, and updating communications materials including project Key Messaging, Frequently Asked Questions (FAQs), Talking Points, Responses to Queries, project Fact Sheets, project brochures, 3-D visualization renderings, project information videos, and interactive public-facing websites. (3) Social media content development on multiple platforms.(4) Experience planning and executing public outreach events attended by at least 25 people.b. Qualified personnel with experience in the following key positions:(1) Program Manager(2) Communications and Outreach Project Manager(3) Senior Stakeholder Facilitator(4) Senior Community Public Relations Specialist(5) Mid-level Community Public Relations Specialistc. Past performance on Department of Defense (DoD) and other contracts with respect to cost control, quality of work, compliance with performance schedules and cooperativeness.d. Geographic location of the firm because of the potential for travel throughout the District to facilitate public events.e. Extent of participation of SB, SDB, and minority institutions in the proposed contract team.f. Volume of DoD contract awards in the last 12 months.Provide examples of three (3) recent projects greater than $50,000.00 in value (not more than five (5) years old.) Include the project name and description of the key/salient features of the project (completion date, total contract value, and your company's level of involvement in the project, i.e., subcontractor (type), prime, GC, etc.) and your specific role. Additionally, if you were teaming with another firm, clearly identify your role on the project(s) submitted. Please provide at least one point of contact (with e-mail address and phone number) for project validation. The Government will not give credit to projects if the lack of information hinders the ability to determine relevancy and/or level or experience.- Firm's capability to perform, to include geographic span and project size.- Information on Teaming Arrangement (if applicable). Although we are not looking for formal signed agreements at this time, if you intend to "team" with another firm, formally or informally, you must submit information, not more, than one (1) page, about your team's involvement. More specifically, you must submit sufficient information for the Government to determine the roles each team member will play and what your socio-economic status is or will be considering the proposed arrangement. Therefore, included in your one (1) page if you are a Small Business and you intend to mentor/protégé and/or JV with a large business both team members must sign agreeing that 40% of the labor will be performed by the 8(a) firm. Additionally, if the team is a mentor/protégé arrangement, identify the areas that will be mentored.
