Page 1 of 3 500 CANAL VIEW BOULEVARD SUITE 500 ROCHESTER, NY 14623 (585) 448-0686 RFI RESPONSE COMPANY: Bath VA Medical Center PROJECT: PROJECT NUMBER: Replace Roof Building 76 528A6-19-605 RE: RFI responses RFI No 1 Spec 07 31 26-4 Metal Flashing calls for copper 20 oz in the valleys and 16 oz in other locations. Prints call for stainless steel. Provide copper flashing as specified. Spec 07 31 26-4 Snow guards. Who is the manufacturer and what style in copper? Snow guards were not specified for this project. Instead of using felt paper can we install ice and water on the deck instead of felt? It would be more watertight in the end. Yes. Provide ice and water shield membrane directly to roof decking and as detailed on AS-100. RFI No 2 Section 04 01 00 Maintenance of Masonry describes work involving Repointing existing damaged masonry joints and Replacing existing damaged masonry units. It isn t shown anywhere else in the drawings or specifications the actual scope of this required
work. Can you provide clarification to the locations and scope of masonry work required for this project? There are small areas of damaged brick above the roof line at the ends of the ridge. Under section 02 82 13.19 Asbestos Floor Tile and Mastic Abatement is a full decontamination unit with shower required for this minimal interior abatement? Contractor to develop and implement a written Respiratory Protection Plan in compliance with OSHA requirements. Under section 02 82 13.19 Asbestos Floor Tile and Mastic Abatement is there any requirement for floor prep or flooring repair after the abatement process? Floor to be left cleaned and ready for new flooring install. Repair any damage created after the abatement process. Is the VPIH responsible for all flooring and roofing Asbestos abatement visual and air clearance testing or is the contractor responsible for hiring a 3rd party Industrial hygienist for this? VA to provide. Section 02 82 33.13 mentions lead based paint removal but the drawings and specifications don t offer any clarification on this. Is the contractor responsible for any lead testing or lead paint removal for this project or only the removal of lead lined copper flashing? Lead testing is not required but any paint encountered to be treated as lead paint removal. Would it be possible to have the scaffolding contractor arrive on site and start setting up scaffolding before full contractor mobilization to ensure work can begin and progress uninhibited after full contractor mobilization? Scaffolding is part of contractor mobilization. The dormers are mentioned in both the specs and the drawings as possible-lead containing paint, but there seems to be no mention of restoring the dormers themselves other than the re-shingling. The dormers are not to be restored on this contract? Dormers to be painted. We saw this was asked in the previous RFI but we would request the VA to reconsider allowing weekend work of an exterior project of this magnitude and complexity. Allowing the contractor to work when the weather is favorable increases the likelihood this project will get finished in 2024. Is there any roof for consideration of this request? VA will allow weekend work but must be arranged with the COR/ facility. Will the VA require the roofing contractor/ installer to be approved certified EcoStar applicator to install the EcoStar Sustainable Roofing System and offer the Gold Star 50-Year Limited Labor and Material Warranty? Yes. On Page 3 of the drawings for the roofing abatement, all of the Annex shingles contain ACM while on the main building, the ACM is on the ridges, valleys, and flashing but not the entire field tiles, correct? Black asbestos-containing asphalt adhesive is present throughout the entirety of the main roof and annex building roof fields. Will the new snow melt system need to be integrated into the existing VA BMS? Va to answer. Yes According to the drawings, we are removing the existing gutter liner. What type of material is the new gutter liner? Copper. 2.6 SNOW GUARDS A. Snow Guards: Individual copper snow guards. Is there a desired pattern the VA wants for this and can provide a spec? No snow guards specified. Would the VA extend the due date two weeks? VA has extended bid to May 8th, 2024. RFI No 3 Scaffolding: It is assumed that scaffolding is safety measure required beneath the roof drip edge of each section being worked on. Please confirm. Yes this is correct. There will be additional requirements if contractors wish to move from scaffolding to roof. Scaffolding will need to be erected on top of the flat roof portions of the building up to the roof edge on the north and south side of the main entrance. Are there any load bearing restrictions that need to be identified? The flat roof is EPDM. The contractor s intent is to lay down a protective barrier (i.e. Â3⁄4 plywood) on the roof surface and erect scaffolding on top on the protective barrier. Is this acceptable? There are load bearing restrictions. Any damage to be prevented and repaired Is the contractor allowed to use concrete anchors into brick-and-mortar exterior to secure scaffolding to building? Upon completion all exterior surfaces to be like before. SHPO restrictions apply. Is the contractor allowed to employ the use of a Hydro Scaffolding type system? This system provides proper safety protection and provides labor crews a more efficient way to transfer tools, equipment, materials, and debris between the ground and the roof. Scaffolding methods are per contractor. Ensure systems meet safety requirements and of commercial quality and availability. Snow Guards: Are snow guards getting installed? There are no specifics on this unless I missed it. No snow guards. The use of Stainless steel: Plans call for use of stainless steel to be installed for cricket flashing as directed in drawing number AS-100. The cricket flashing will come in to contact with existing copper counter flashing. The two metals when in contact create a chemical reaction. Can we use copper in place of stainless steel for cricket flashing? Drawing specify the use of stainless steel. Use Copper flashing as specified. Auto Desk Cloud: A requirement for Auto Desk Cloud was mentioned at the site visit. What exactly is an Auto Desk Cloud and is there alternatives that can satisfy this requirement? Same type of product as Newforma, Procor, and other construction tracking databases. As it is paid for by VA, training is available through VA, it is to be used and no alternatives. RFI No 4 Please confirm that snow pads are required over the entire roof area in a pattern recommended by the snow pad manufacturer. ? No snow guards on project.
