THIS IS A PRE-SOLICITATION / SYNOPSIS POSTING.The Marine Design Center of the U.S. Army Corps of Engineers intends to issue a solicitation in the near future to procure services to execute the overhaul of the drift collection vessel GELBERMAN. The work consists of furnishing all labor, materials, fittings, equipment, tools, power, heat, water, etc., and performing all work on U.S. Army Corps of Engineers Drift Collection Vessel "GELBERMAN" specified herein. The principal dimensions and physical data for the vessel are shown below:GENERAL DESCRIPTION Length Overall 85'‐0" Breadth, Molded 26'‐0" Depth, Molded 10’-0” Material All Welded Steel Displacement, light 213 short tons Propellers (2) 64"Dx52"P, 4 blade Draft, loaded, aft 8'-6” Hull Form Monohull/Keel Coolers ABS I.D. No 8004533The major workscope includes drydocking the vessel, cleaning and painting the hull, assisting with ABS and USCG required inspections, and miscellaneous modifications and repairs in accordance with these
specifications.The period of performance will be 60 days from delivery of the vessel to the Contractor’s yard. There will be Liquidated Damages associated with this procurement. Bonding is not required.There will be a mileage based cost differential applied to offers.Prior to the award of this Contract, the Contractor shall enter into a "Mastership Agreement for Repair and Alteration of Vessels". If the Contractor has entered such an agreement prior to this Contract, that agreement may be utilized. For more information, see DFARS Subpart 252.217-71, Master Agreement for Repair and Alteration of Vessels.The Government anticipates issuing a solicitation for these services on or after 29 April 2024. The NAICS Code for this project will 336611 – Ship Building and Repairing and the small business size standard is 1,300 employees.Solicitation documents, plans and specifications will only be available via the SAM.gov homepage located at
https://www.sam.gov. No hard copies will not be available. It is the contractor’s responsibility to monitor
https://www.sam.gov for issuance of the solicitation and monitoring of any amendments once the solicitation is issued.
