Opportunity Summary
ITB PURPOSE:

The purpose of the ITB is to establish a Contract for the Bank Stabilization at Banks-Vernonia State Trail ("the Project") for the benefit of Oregon Parks and Recreation Department. The worksite is along the west side at approximately 1.2 mile south of Beaver Creek Trailhead (trail mile 16.4) with a centroid of N45o 48' 19.4", W123o 13' 35.2", Columbia County, Oregon. The Work contemplated under this Contract includes all labor, materials, transportation, equipment and services for, and incidental to, the completion of all construction Work in connection with the project described in the Contract Documents.

A portion of this Contract is funded through a FEMA Public Assistance Grant and compliance with federal terms and conditions is required. The grant is Federal Award Identification Number: DR-4258-OR in the amount of $115,990.50. Exhibit 8 contains Federal contract provisions that will be fully incorporated into this
Contract.

Award of this contract is contingent upon receiving an extension from the Oregon Department of Fish and Wildlife for the in-water work period.

PREBID CONFERENCE: A voluntary pre-bid conference will be held on Thursday, August 22, 2019 at 9:30 AM (Pacific Time). Attendees should meet at the park office at L.L. Stub Stewart State Park, Buxton, OR 97109.

IT IS THE OFFEROR'S RESPONSIBILITY TO READ ALL SOLICITATION DOCUMENTS. ALL INQUIRIES MUST BE SUBMITTED WITHIN THE TIMELINE AND AS INSTRUCTED BELOW.

METHOD OF SUBMITTING REQUESTS FOR MODIFICATION OF ITB PROVISIONS:

The DEADLINE for all Specification protests, requests for brand approval, requests for substitution, requests for clarification and requests for changes is: 10:00 AM (Pacific time) on Monday, August 26, 2019. All requests must be in writing, mailed, faxed, emailed or hand delivered on or before this time and date. All prospective Offerors should read thoroughly all solicitation documents prior to requesting clarification.

PROJECT ESTIMATE: The following range is a project estimate for bonding purposes: $250,000 - $275,000

THIS SOLICITATION AND RESULTING CONTRACT ARE SUBJECT TO BOLI PREVAILING WAGES, See Section E of the Invitation to Bid.

PROJECT COMPLETION DATES:

PROJECT START DATE: Upon Notice to Proceed.

SUBSTANTIAL COMPLETION: October 23, 2019

FINAL COMPLETION: October 31, 2019

LIQUIDATED DAMAGES:

Liquidated damages of $500 per calendar day will apply to the contract resulting from this ITB. (See Exhibit 5 for detailed information)

IMPORTANT INFORMATION BELOW

TOBACCO FREE PROPERTIES: Offerors need to be aware that Executive Order 12-13 established statewide policy that properties wholly owned or leased by the State of Oregon shall be tobacco free. If Offeror is selected for contract award, Offeror, and its employees, agents and subcontractors will be expected to comply with established smoking restrictions while performing services on State property.
