Supreme Allied Commander Transformation Headquarters (HQ SACT) intends to issue an Invitation for International Bidding (IFIB) for senior contractor support in Requirements Management as part of an adapted organizational structure.Potential prime contractors must 1) be pre-approved for participation in NATO International Competitive Bidding (ICB) and 2) be issued a Declaration of Eligibility (DOE) by the U.S. Government.In addition, potential prime contractors must have performed similar tasking to the requirement described in the solicitation. Contractor personnel performing services under the contract must be citizens of a NATO nation and must have appropriate professional training and experience in a related field.The reference for this project is IFIB-ACT-SACT-20-28.Partial bidding is not authorized.The contract will cover services being accomplished in Norfolk, Virginia or as approved at the contractor facility.REQUIREMENTACT is in the process of implementing an improved
capability requirements capture process, including the support for traceability, quality assurance, analysis, and interoperability standards, to ensure a clear separation between the requirements owner and the solution provider. This process will provide through life traceability and ensure the quality of the requirements using an efficient change management process. ACT will be responsible for tasks such as capability requirements definition, requirements management, systems engineering, architecture development, holistic through life cycle management, capability acceptance, and capability program management.The outputs of the adapted structure are formed from requirements, portfolio, program and project management principles and practices that enable the direction of capability programs and a range of projects in a transparent through lifecycle capability approach.  They include comprehensive traceable capability requirements that have been assessed and analyzed for alternative solutions and quality assured to provide interoperability and the delivery of multi-domain and multi-functional C4ISR focused programs.BIDDING PROCEDURENATO ICB requires that the U.S. Government issue a DOE for potential U.S. prime contractors interested in this project. Before the U.S. Government can do so, however, the U.S. firm must be approved for participation in NATO ICB.  U.S. firms are approved for NATO ICB on a facility-by-facility basis.The U.S. NATO ICB application is a one-time application.  The application requires supporting documentation in the form of 1) a company resume indicating contracts completed as a prime contractor and 2) an annual report or set of financial documents indicating compilation, review, or audit by an independent CPA.U.S. firms can download a copy of the U.S. NATO ICB application from the following website:http://www.bis.doc.gov/index.php/other-areas/strategic-industries-and-economic-security-sies/nato-related-business-opportunities     The application and supporting documentation may be submitted as e-mail attachments.  If, when submitting the application, your firm is interested in a specific NATO ICB project, please include the following in the text of your email:- the title and/or solicitation number of the project- the name/phone/FAX/email of the company employee who should receive the bid documentsAfter approval of your one-time NATO ICB application, the Department of Commerce will then know to follow up by issuing a DOE for the project.  The Department of Commerce will transmit the DOE to the NATO contracting agency. IMPORTANT DATESFirms should request a DOE (and, for firms new to NATO ICB, submit a completed one-time NATO ICB application) by: 23 April 2020HQ SACT issues IFIB (target): 17 AprilContractors will be able to view the IFIB at the following website: http://www.act.nato.int/contracting   Bid closing (target): 28 May 2020                                                                                      Period of performance: on or about 1 June 2020 - 31 December 2020 with one 12 month option period, 1 Jan 2021 - 31 Dec 2021; and two 6 month option periods, 1 Jan 2022 - 30 Jun 2022; 1 July 2022 - 31 Dec 2022
