Armenia Resilience Activity will strengthen Armenia’s resilience by strengthening the country’s key systems against a wide range of potential threats. This will be a single holder IDIQ contract with a period of performance (PoP) of seven years procured through full and open competition. The activity will decrease Armenia’s vulnerability to disruptive events and strengthen its ability for quick recovery by addressing systemic inefficiencies in the following areas: natural resource management; disaster risk management; agriculture, food security, and food production systems; energy systems; climate resilient infrastructure; community resilience; and the resilience of economic governance systems. Through technical assistance, capacity building, in-kind support, and grants under contract the activity will:Strengthen the public and private environmental and natural resource, including water, management systems to promote self-reliance, a healthier population, sustainable livelihoods and
economic opportunity, peaceful management of conflict over resources, and increased resilience;Bolster institutions and capabilities at the national, local, community, and civil society levels to strengthen each of the four key phases of disaster risk management - mitigation, preparedness, response and recovery;Enhance the public and private sectors to advance domestic production for domestic consumption and reduce dependence on imports to stabilize market systems, as well as to increase domestic production for export and export markets diversification;Increase energy system resilience by supporting market liberalization reforms and regional energy trade; domestic generation of diversified renewable energy; adoption of energy efficiency measures; and strengthening cybersecurity measures to protect Armenia’s energy systems;Build climate-resilient infrastructure and the systems that support its sustainable development;Support Armenian communities to prevent, withstand, and quickly recover from major disruptions, shocks, and stresses, with an emphasis on economic resilience of agriculture and tourism sectors and other drivers of sustainable economic growth;Strengthen evidence-based policymaking, strategic planning, and other initiatives to support economic stability and resilience.The objective of the initial Task order for Food Security Activity is to increase food security by modernizing Armenia’s food system to increase domestic production for domestic consumption and reduce dependence on imports to stabilize market systems. The Food Security Activity takes a market systems development approach to address moderate food insecurity. The activity does not focus on vulnerable populations facing food insecurity, because the Government of Armenia has a host of social protection programs and activities to address poverty and food insecurity that are supplemented with support from international organizations and donors. The activity will increase agricultural productivity of staple crops in a climate smart manner that is efficient and sensitive to the risks Armenia’s productive capacity faces. The activity will also expand agriculture sector opportunities for women and youth, who are critical to the government’s priority to modernize, innovate and digitize the sector. Armenia’s diverse production zones require focus on sustainable production, reduced use of pesticides and approaches that conserve water and contribute to improved land management practices.
