1.  Introduction/PurposeThe FAA position as a world leader in aviation safety, efficiency and environmental sustainability requires active support and engagement with international counterparts, global organizations and industry. With limited discretionary budget, the FAA continuously looks to make data-informed decisions about international priorities, resource allocation and engagement to maximize the return on its investment and ensure the global aviation system is as safe, efficient and secure as the National Airspace System (NAS) for traveling Americans. The Federal Aviation Administration (FAA) has a requirement for marketing research and polling services, combined with a technical understanding of general aviation, in order to conduct the annual General Aviation Part 135 Activity (GAP135A) Survey (GA Survey).The FAA's Office of Accident Investigation and Prevention, Program Management  Branch (AVP-220) is responsible for conducting the annual General Aviation and Part 135
Activity (GAP135A ) Survey. AVP-220  has a need for a technical support contractor to conduct the annual GAP135A Survey for calendar years (CYs) 2022, 2023, 2024, 2025, and 2026. Each survey is begun in the following calendar year (e.g. the CY2022 survey is begun on or after January 1, 2023).   The purpose of the annual GAP135A Survey is to provide the FAA, industry, and the public with information on the activity (hours, uses, locations, fuel, etc.) and avionics of general aviation and on-demand Part 135 aircrafts. This information enables the FAA to monitor the general aviation and Part 135 fleets so that it can, among other activities, anticipate and meet demands for National Airspace System (NAS) facilities and services, assess the impact of safety initiatives and regulatory changes on the fleet, and implement measures to assure the safe operation in the airspace of all aircraft.2.  Incumbent ContractorsIncumbent Contractor    Tetra Tech MA, Inc..Contractor’s City, State    Madison, WI3.  Nature of CompetitionThe acquisition strategy for this procurement has not been determined at this time; however, either an unrestricted competition or a set-aside will be chosen depending on the responses to the market survey.4.  Objectives for this Market SurveyThe responses to this Market Survey will be used for informational and planning purposes only and will not be released.a)    This is a Market Survey. This is not a Screening Information Request (SIR) or Request for Proposals (RFP) of any kind; b)    The FAA is not seeking or accepting unsolicited proposals;c)    All vendors responding to this announcement are responsible for ensuring that documents submitted contain the appropriate proprietary marking. Any proprietary information submitted must be explicitly and conspicuously marked by the respondent as proprietary. If appropriately marked, such information will not be released to the public by the FAA, except as required under the Freedom of Information Act (FOIA) or any other applicable law, regulation and/or policy. The Government may transfer documents provided by a respondent to any department or agency within the Executive Branch if the information relates to matters within the organization's jurisdiction;d)    The FAA has the option of conducting one-on-one communications as deemed appropriate without the obligation to hold communications with all respondents;e)    Providing a response to this Market Survey neither qualifies respondents for, nor excludes respondents from, responding to the resulting SIR, if any;f)    Respondent participation in any informational session is not a promise of future business with the FAA;g)    The FAA will not pay for any information received or costs incurred in preparing the response to the market survey; andh)    Any costs associated with the market survey submittal is solely at the interested vendor’s expense.5. North American Industry Classification System (NAICS) CodeThe FAA has tentatively identified North American Industry Classification Systems (NAICS) Code 541690 – Other Scientific and Technical Consulting Services as applicable to this procurement. Respondents may recommend other appropriate NAICS codes for FAA consideration.6.  Submittal Requirements for Market Survey Interested vendors are requested to respond if they have a relevant experience in performing the support services included in the attached draft Statement of Work (SOW). Businesses responding to the GA Survey market survey are required to prepare a no more than ten (10) page Capability Statement and include responses to the following items: a)    What is your experience providing similar and relevant survey services to those outlined in the SOW? b)    What previous experience shows your company’s/firm’s ability to meet the objectives/requirements listed in the SOW? Include a brief description of the work performed, dollar value, period of performance, agency/organization supported, and individual points of contact (contracting officers or program managers).c)    What is your breadth of experience with general aviation operational data (fleets, equipage, avionics, fuel use, etc.) and statistical analyses of those data?d)    If your firm does not have previous experience, please provide a brief explanation as to how this expertise may be acquired.e)    What are your experiences ensuring confidentiality of materials in your possession, de-identifying data and analyses to prevent direct disclosure, and de-identifying data and analysis to prevent indirect disclosure, of protected information?  f)    What are your experiences collaborating with end users and stakeholders in order to make improvements to sample design, survey instrument design, data collection protocols, and estimation methods?g)    What are your experiences collaborating with end users and stakeholders in order to identify additional government and non-government data sources that are useful in more accurately identifying the population and improving response rates?h)    What are your experiences with generating a sample from a population, to include exclusion of some members based on particular criteria (such excluding aircraft that are registered but not active)?i)    What are your experiences with statistical methodologies associated with stratified sampling, specifically (1) weighting adjustments for sample selection probability and strata response rates, (2) weighting adjustments for unit non-responses, and (3) adjusting for item non-response using a Nearest Neighbor Hot Deck Imputation (NNDHI) method or other method approved for item non-response imputation.j)    Keep in mind that each General Aviation Survey must be initiated and completed within a ten to twelve-month period. What are the top five potential risks or potential barriers to accomplishing this effort?  What are your experiences completing a survey, from sample identification to data collection to analyses to final results, in a 10 to 12 month period? k)    Business DUNS number – interested vendors must supply their company DUNS number.l)    What is your breadth of experience designing and maintaining interactive information dissemination infrastructure (such as a website) to provide information, respond to questions, and collect data in a secure environment?m)    What is your breadth of experience designing and maintaining interactive secure data enclaves with appropriate server and security configurations to ensure that government-established policies for access, non-disclosure or confidentiality agreements, and data governance are followed?n)    What further information may be provided that may be of assistance in providing a response to this requirement? As applicable, a copy of the vendor’s Certification Letter identifying a preferred socio-economic status (such as SBA 8(a) or SDVOSB). 7.  Delivery of SubmittalsAll responses to this market survey must be submitted by 2:00pm (Eastern Time) on April 8, 2022.  Submissions received after this time and date will be considered late and may not be reviewed. All submittals, including attachments, should be submitted in electronic format (email) to Francisco Felix at francisco.felix@faa.gov. Please include the Market Survey title in the e-mail submission.
