SACOG serves as a Joint Powers Authority (JPA) of city and county governments in El Dorado, Placer, Sacramento, Sutter, Yolo and Yuba counties. As the only public agency with members from all 28 jurisdictions in the greater Sacramento region, SACOG plays a unique role as the place where local governments can come together to take on critical issues facing the region and to tackle problems that are too big for any one jurisdiction to solve on its own. SACOG is tasked by state and federal law with long-range planning for the region but also plays an important role in working with local partners to advance more immediate solutions to some of the region’s shared challenges of transportation, housing, air quality, climate change and the protection of the region’s agricultural and natural resources. rel="no-follow" href="https://www.sacog.org.The" target="_blank">https://www.sacog.org.The Sacramento Area Council of Governments (SACOG) is entering a new era of transportation planning in the six-county region by leading the US-50 Comprehensive Multimodal Corridor Plan (US-50 CMCP, or "Plan"). Building upon prior corridor planning efforts in the six-county region, SACOG will work in close partnership with Caltrans District 3, along with the El Dorado County Transportation Commission (EDCTC), Sacramento Transportation Authority (STA), Sacramento Regional Transit (SacRT), and in strong collaboration with local jurisdictions, Native American Tribal Governments, and public transit agencies along the corridor between West Sacramento and Pollock Pines. The US-50 CMCP will help inform the decision-making process and provide an overall vision for the future of the transportation corridors within the planning area, including guidance and coordination for future improvements necessary to meet corridor plan goals. Some examples of goals that should be considered in the corridor planning process include:Improving air quality and reducing greenhouse gas emissionsIncreasing the safety of the transportation system for all road users, including people walking and bicyclingImproving and increasing multimodal accessibility, especially for low income and priority populations Improving and expanding mobility hubsSupporting economic development and job creation and retention Supporting efficient land use and housing Community engagement in the planning process in low income and priority populations Reducing growth in vehicle miles traveled Preserving existing transportation infrastructure Supporting goods movement Improving transportation system operations and efficiency Prioritizing transportation sustainability The US-50 CMCP will include all existing modes of transportation and strategies on innovation and technology, including: active transportation, public transit, rail, ride-sharing, vehicles, managed lanes through pricing and integrated corridor management, intelligent transportation systems and connected mobility technologies, transportation demand management strategies (shared/micromobility, mobility hub development, education/encouragement), broadband infrastructure, etc. US 50 CMCP offers an opportunity to develop a multimodal list of projects that improve connectivity and overcome barriers in the active transportation and transit networks with parallel corridors including the American River Parkway, and SacRT Gold Line. The Plan will incorporate strategies from both SACOG’s Metropolitan Transportation Plan / Sustainable Communities Strategy and EDCTC’s Regional Transportation Plan, as well as other relevant regional planning efforts such as the Regional Trail Network, Next Generation Transit Study, and the Regional Transit Network plan. The US-50 CMCP should also align with relevant state policies, including but not limited to, Climate Action Plan for Transportation Infrastructure (CAPTI), the 2020-2024 Caltrans Strategic Plan, and California Transportation Plan 2050.BackgroundSACOG successfully applied for a Fiscal Year 2023-2024 Caltrans Strategic Partnerships Planning Grant to develop the US-50 CMCP, with support from Caltrans District 3, EDCTC, and other partner agencies along the corridor.SACOG is seeking proposals from qualified consultants to support the US-50 CMCP by analyzing existing transportation trends, leading public and partner engagement, supporting the adoption performance metrics and project identification, and evaluating and prioritizing the projects in a strategic plan.Interested consultant teams should be able to demonstrate:A strong understanding of the six-county Sacramento region, its communities, and its decision-makersA strong executor who pursues innovative methods to incorporate equity, engagement, and evaluation in project planning processesExperience with multimodal planningExperience with engaging, collaborating, and coordinating effectively with multiple stakeholders/partner agencies, specialty area organizations (transit, freight, active transportation), Native American Tribal Governments, and community-based organizationsKnowledge of regional, state, and federal funding programs and corridor planning guidance The ideal team will have a “deep bench” of expertise that can be called on as needed, including data analysis and mapping, marketing and graphic design, multimodal short- and long-range transportation planning, urban design and placemaking, funding strategies including , internal and external engagement practices, and multimodal project initiation and development. SACOG is committed to providing opportunities for Disadvantaged Business Enterprises (DBE) and Minority and Women Business Enterprises (MBE/WBE). Additionally, SACOG’s Race, Equity, and Inclusion Working Group charge established an operations goal of reducing barriers to create more procurement and contracting opportunities for Black, Indigenous, Asian, Pacific Islander, Hispanic/Latino, and communities of color, along with low-income rural, urban, and other underrepresented communities. In accordance with this commitment, SACOG strongly encourages respondents to provide proposals in furtherance of these objectives through the inclusion of DBE, MBE/WBE participation. Proposals advancing the foregoing objectives will be scored favorably. Further, partnerships with non-profit organization or community based organization partnerships to support all tasks or a particular function such as community engagement are encouraged.The US-50 CMCP will be developed in accordance with Caltrans’ Corridor Planning Process Guide and CTC’s Comprehensive Multimodal Corridor Plan Guidelines, following the eight-step planning process to develop a strategic list of projects that advance performance measures.The US-50 CMCP will rely on a strong partnership structure:Project Management : SACOG will be leading the effort in strong partnership with Caltrans District 3 and EDCTC. SACOG is the lead for procurement, with involvement from Caltrans in the development of the scope of work and consultant selection process. Consultants will regularly communicate with this core team for guidance. CMCP Team: The CMCP Team is the broader advisory committee for the Plan. This group includes staff from SACOG, Caltrans District 3, EDCTC, Sacramento Transportation Authority (STA), Sacramento Regional Transit (RT), El Dorado Transit, Shingle Springs Bands of Miwok Indians, and local jurisdictions along the corridor: El Dorado County, Folsom, Placerville, Rancho Cordova, Sacramento, Sacramento County, and West Sacramento. The CMCP Team will also include invited partner agencies such as 50 Corridor Transportation Management Association (50 Corridor TMA), and non-profit or community-based organizations. Consultants will meet with this group on a monthly basis to guide key decisions, such as community outreach and stakeholder engagement, data collection and analysis, identifying transportation solutions, recommending transportation solution priorities, monitoring, and evaluating progress, and preparing draft and final CMCP.CMCP Steering Committee: The CMCP Steering Committee includes Executive staff at SACOG and Caltrans District 3 for oversight and policy considerations. Consultants may meet with this group at key milestones throughout the Plan for presentations as needed.SACOG Board and Committees and Caltrans District 3 management meetings: Consultants may provide presentations as needed to SACOG Board and Committees and Caltrans District 3 management at key milestones for oversight and policy considerations.
