Thank you.Sealed bids for the Birch Meadow Park Restroom & Support Building Project (aka Birch Meadow Pavilion Project) for the Town of Reading, Massachusetts, will be received at the Town Hall, Town Clerk’s office, 16 Lowell Street, Reading, MA 01867.Documents will be available to download from https://www.readingma.gov/Bids.aspx after February 1 st after 9 a.m. The scope of work includes the build for the Birch Meadow Pavilion Rest Rooms. Filed Sub Bids are in the following categories, roofing, plumbing, masonry, and electrical work.Filed Sub Bids in the following categories (roofing, masonry, plumbing, & electrical) are due February 21, 2023 at 1:00 pm.General Contractor bids are due February 28,
at 1:00 pm.Non-Mandatory Pre-Bid Site Walk Monday, February 6th @ 1:00 pm (meet in gravel parking lot northwest of stadium).Bidder Questions Due by 11 am on February 14, 2023 Bid Security in the form of a bid bond, cash, certified check, treasurer’s or cashier’s check payable to the Owner, is required in the amount of five percent of the bid.Each General Bid and Filed Sub-Bid on this Contract must be accompanied by a copy of a Certificate of Eligibility issued by the Massachusetts Division of Capital Asset Management (DCAMM) showing that the bidder has the classification and capacity rating to perform the work required. Each bid must all be accompanied by a Contractor Qualification Statement Update. The Awarding Authority will furnish copies of the Contractor Qualification Statement Update form to any bidder on request. Any bid submitted without the appropriate Certificate of Eligibility and Contractor Qualification Statement Update shall be invalid.All bids for this project are subject to applicable bidding laws of Massachusetts, including G.L. C. 149. Each bidder is advised to visit the site of the proposed work, become fully acquainted with conditions as they exist, and thoroughly examine the Contract Documents. Failure of any bidder to visit the site and to examine the Contract Documents shall in no way relieve the bidder from any obligation with regard to the bid as submitted.The successful Bidders will be required to provide a Labor and Materials Payment Bond and Performance Bond each being in the amount of 100 percent of the Contract Amount. Bonds must be written with a company qualified to do business in Massachusetts and acceptable to the Awarding Authority.The minimum wages to be paid for all labor on the project are established in a schedule issued by the Department of Labor and Workforce Development, in accordance with Section 26A – 27D, of Chapter 149 of the M.G.L., as amended, said schedule being made a part of the Contract Documents and is included therein.Section 6(f) of Chapter 64H of Massachusetts General Laws exempts Massachusetts sales tax on building materials and supplies to be used in the project, and bidders shall not include in their bids any amount therefore.The successful Bidder must agree to commence work as stipulated in the receipt of Notice to Proceed, and complete the work in accordance with the times established in the Contract.The Town of Reading reserves the right to reject any and all bids, or to award or not to award the contract for any reason the Town Manager determines to be in the Town's and/or the public's best interest.
