Please read the Details section for information on how to bid on this opportunity Details 3061 16th Street will be the ground floor renovation construction on an existing building, Type V-B building comprising of 25 SRO units (20 of which that are designated as residential SROs and 5 that are tourist SRO) units for transitional-age youth, community spaces for resident use, ground floor property management and services offices. The units will serve Transitional Aged Youth who previously experienced homelessness. The building includes one floor of retail (approximately 2,577 SF), two floors of residential (encompassing the 25 SRO units and approximately 5,158 SF). The selected general contractor will contract with the Sponsor. DSCS is a housing and services provider specializing in diverse neighborhoods and expanding low-income housing opportunities through acquisition/rehabilitation of existing sites. Larkin Street Youth Services (“LSYS”) brings an expertise in transitional age youth
population to this project and will serve as a social services provider on site. DSCS will provide property management services and contract with all required consultant, design, and construction professionals to achieve the ground floor renovation. Scope of Work Preconstruction This RFP seeks the Architect, Owner Consultant and Architect Consultant professional services beginning with the Concept Design phase through the Construction Administration Phase. Respondents must acknowledge these services are to be performed together with other parties involved in the Projects. Additionally, these services must be consistent with applicable standards of professional care and credentials. Phases include: A. Refinement of the Concept Design B. Schematic Design C. Design Development D. Construction Documents Packages, once the Site Permit is issued it is anticipated that the project will be permitted through the City of San Francisco’s Priority Permit Processing for 100% Affordable Housing. E. Bidding and Permit Coordination F. Construction Administration Services Consultant Services anticipated to be needed for this rehabilitation effort and we are seeking qualification statements and proposals from: Project Architect Architect Consultants: Mechanical Engineer, Electrical Engineer, Civil Engineer, Joint Trench, Structural, Landscape Additionally, we expect that there will be small scopes of work for the following consultants. We are also requesting proposals from these firms. Selection through and RFP is not required for these firms given the expected size of their contractor. Therefore, a proposal alone and simplified qualification statement can be provided for the following disciplines/services: Lighting consultant Green Building/Title 24 – will be a very small scope due to the size of the project Interior design/furnishing selection – will be a very small scope due to the size of the project Acoustical Engineering Permit Expediter Waterproofing Consultant Special Inspections/Testing SBE HIRING & CONTRACTING GOALS San Francisco Small Business Enterprise (“SBE”) Program Project Goal: 20 Percent for Professional Services Contracting The Project is administered by HSH. The San Francisco Contract Monitoring Division (“CMD”) has assigned an SBE participation goal for professional services contracting (noted above) for this Project. The selected consultants will be responsible for assisting the Project Sponsor in meeting or exceeding the SBE professional services contracting goal over the course of the Project. Additionally, HSH included the goal to create opportunities in the development team for BIPOC-led organizations. The Project Sponsor, HSH, and CMD strongly desire a team that represents the diversity of the City of San Francisco and that of the neighborhood. As such, firms certified as SBEs, LBEs, DBEs, MBEs, and WBEs by the City and County of San Francisco, the State of California, or the federal government are strongly encouraged to reply to this request. When using subcontractors/subconsultants (if applicable), selected consultants must make a good faith effort to use SBEs and comply with the San Francisco SBE requirements. Ratings Bonus The following rating bonus will be in effect for the award of this project for any proposers who are certified as an SBE, or joint ventures where the joint venture partners are in the same discipline and have the specific levels of participation as identified below. The rating bonus applies at each phase of the selection process. The application of the rating bonus is as follows: • A 10% ratings bonus shall be applied to SBE’s proposed as the Architect, Owner Consultant and Architect Consultant professionals; or • Joint Ventures – A Rating or scoring Bonus will be added to the total proposal score and the total interview score (for the firms selected for an interview) in the following breakdown: (1) five percent (5%) to a Joint Venture with SBE Architect, Owner Consultant and Architect Consultant professionals participation that equals or exceeds thirty-five percent (35%) but is under forty percent (40%); (2) seven and one-half percent (7.5%) to a Joint Venture with SBE Architect, Owner Consultant and Architect Consultant professionals participation that equals or exceeds forty percent (40%); (3) ten percent (10%) to a SBE prime consultant or a Joint Venture among SBE Architect, Owner Consultant and Architect Consultant professionals. The Ratings Bonus shall apply to each stage of the selection process, including proposals and interviews. Joint Venture Bid/ratings bonus will be added to the score only to a Joint Venture (1) that meets the requirements contained in the SF SBE Program and (2) when the SBE is an active partner in the Joint Venture, performs work, manages the job, takes financial risks in proportion to the required level of participation stated in the bid documents, is responsible for a clearly defined portion of the work to be performed, and shares proportionately in the Ownership, Control, management responsibilities, risks, and profits of the Joint Venture. The portion of the SBE Joint Venture's work shall be set forth in detail separately from the work to be performed by the non-SBE Joint Venture partner. The SBE Joint Venture's portion of the Contract must be assigned a commercially reasonable dollar value. • An Architect, Owner Consultant and Architect Consultant professionals that are not certified as an SBE that proposes to subcontract to a firm that is certified as an SBE but not as a joint venture will not be awarded a ratings bonus. Pre-Submittal Virtual Meeting & Respondent Questions There will not be a pre-submittal meeting and all questions will be answered via email. Any RFQ/P questions must be submitted by the date and time noted above via email. All contacts who email requesting a copy of the answers to the RFQ/P questions, , and/or submit a question will receive a copy of all questions and answers by no later than the date noted above. Proposal Submittal To submit proposals, respondents must compile all required information as detailed in Section IX (below) into one electronic file. Respondents may use Box, Dropbox, Google Drive, or any other comparable service. Respondents must email the Points of Contact the link to the electronic file by the RFP deadline as noted above. Late submittals will not be accepted. Respondents will receive a confirmation of receipt within 72 hours if submitted prior to the RFP due date and within 24 hours if submitted on the RFP due date. Proposals should be prepared simply and economically, providing a straightforward and concise description of the respondent’s capabilities for satisfying the requirements of the RFQ/P. Emphasis should be on completeness and clarity of content. The Project Sponsor and their affiliates are not responsible for any expenses related to the preparation or presentation of responses to this RFQ/P. Please adhere to page limitations (page counted as one-sided). RFP SUBMITTAL REQUIREMENTS A completed RFQ/P response must include the following: A completed RFP response must include the following: 1. Respondent Information a. In no more than 1 page, provide a cover letter including the following: i. Firm name & firm ID number ii. Number of years in business iii. Number of employees iv. If a JV is proposed, elaborate on the nature of the partnership and percentage v. Team’s key point of contact and their contact information 2. Firm’s Experience & Capacity a. In no more than 2 pages, describe the firm’s and capacity to perform the scope of work. Identify the proposed project executive, project manager, and other key project staff members. Describe their current workload and capacity. Describe the firm’s experience with projects of similar size and community-oriented goals. If a proposed JV structure, specify the proposed division of roles and responsibilities between the two firms b. Resumes of company officers and/or principals c. Resumes of key staff that are proposed to work on this project 3. Racial Equity, Diversity, and Inclusion Approach a. In no more than 1 page, provide a narrative describing initiatives or processes your firm has adopted towards racial equity, diversity, and inclusion, especially in regards BIPOC staff or consultants advancement within organization, and hiring & and subcontracting. Describe any initiatives your firm has taken to ensure the participation and advancement of underrepresented groups, including people of color and women. 4. Project Examples a. Describe firm’s relevant tenant improvement and related small rehab experience: i. List and describe firm’s: • experience with tenant improvements of similar size and scope in San Francisco or the Bay Area • strategy toward meeting the owner’s program goals • strategy toward cost containment in design and construction document quality control b. Provide detailed information on 3 relevant projects completed within the past 5 years (6 pages max): i. Project name and location ii. Brief project description, including firm’s role on the project iii. Date completed iv. Total square foot of the tenant improvement work v. Construction type (new construction/rehab and building type) vi. Construction cost – cost per SF vii. Client references (contact name, title, company, relation to project, and current number and email). Ensure contact information provided is current. 1. Fees • Submit a complete fee schedule related to your scope of work. Provide a breakdown by schematic design, design development, construction documents, bidding, and construction administration. Identify whether the basis for the fee, i.e. based on estimated hours, scopes of work, or fixed or a not to exceed based on time and material. Describe any scope of work that is not part of the fee or fee that cannot be fully estimated at this time due to the conceptual level of information available. Please provide hourly billing rates for all staff that will work on the project. 2. SBE • If applicable, complete the relevant SBE Program Forms found in Exhibit D. LBE, SBE, MBE, WBE Certificate and associated SBE forms per Exhibit L, if applicable 7. Insurance and Legal a. Proof that your company or companies can comply with the insurance requirements listed in Exhibit E. . b.
