IMPACT’s three focus areas are interagency collaboration, assessment and evaluation, and research and development of advanced concepts.IMPACT enables NASA’s focus on expanding Open Science. Earth observations are a key component which facilitates scientific progress. IMPACT prototypes the latest technologies to support new science and applications from Earth observation data. IMPACT also offers a diverse set of machine learning and data informatics tools to advance the use and management of Earth observation data. Further, IMPACT expands the use of Earth observation data through innovation, partnerships, and technology by:Fostering InnovationIMPACT works to improve existing processes and develop best practices that maximize the effectiveness and efficiency of Earth science data management and stewardship.Building Strategic ConnectionsIMPACT helps to bring NASA Earth observations and data products to other agencies via services and software. Its efforts broaden data use, allowing scientists outside of NASA to better use NASA data.Enabling Technology AdoptionIMPACT rapidly prototypes and tests the latest technical and management concepts using machine learning/artificial intelligence techniques. New capabilities are developed, proven, and infused across NASA’s ESDS program.IMPACT works in a seamless environment generally characterized by each project being composed of members from the civil service, collaborative agreement partners, and contractor employees. IMPACT utilizes a modified Scaled Agile Framework (SAFe®) to implement the project, and the objectives of each project are aligned with our NASA Headquarters customers. IMPACT requires continued development including new dashboard instances of NASA's Visualization, Exploration, and Data Analysis (VEDA) Platform. The VEDA platform provides sustained support to NASA HQ’s ESDS Program to advance interactive visualization, exploratory visual data analysis, geographic information system (GIS), and within the cloud computing and high-performance computing environments. This will support ESDS program current needs and position it to proactively address future needs and initiatives.The Contractor shall be able to supply VEDA development support including:1. Data System in NASA cloudIncorporate multiple types of data, including raster, vector, and tabular data, into the data system.Integrate heterogeneous datasets from various sources, including satellites, ground measurements, and other sensors, ensuring compatibility with different sensors, spatial and temporal resolutions.Integrate various data sources and accommodate different metadata profiles.Develop and implement data governance framework.2. Platform and System in NASA cloudDevelop a uniform data ingestion pipeline to facilitate data transformation and integration.Implement a light-weight metadata catalog to organize and manage metadata effectively.Provide Application Programming Interfaces (APIs) for data discovery, access, and visualization.Develop a mapping interface for geospatial data visualization and interaction.Establish a pipeline to ingest, publish, and display derived insights in a user-friendly manner.Develop GIS compatible data services and plugins for data in the system.3. UsabilityDesign the system to support different user personas in both exploratory and explanatory modes.Offer appropriate data visualizations based on data type and narratives, including customizable widgets for user personalization.Provide overview information for quick data understanding and offer detailed information on demand.4. GeneralAdopt a modular design approach to allow for the replacement or upgrading of system components as technologies evolve.Ensure that the platform and system are performaning and capable of supporting interactivity with large-scale data.Support existing projects: Earth Information System and NASA-ESA-JAXA trilateral dashboard.Develop tools to collect and report metrics.5. Open Science alignmentDevelop the system and its ecosystem as open and reusable software, adhering to open science principles.Engage the community in the development process to encourage buy-in from a diverse pool of developers and users.Align design choices, including APIs and data formats, with existing and evolving community standards and best practices.6.
